Job Title: Procurement & Contracts Manager
Location: Croydon, UK (Hybrid)
Duration: Full Time
Salary Range: £55,000 - £58,000
About the Role
We are seeking an experienced Procurement & Contracts Manager to join our Procurement team. This is an exciting opportunity for a procurement professional with strong UK public sector procurement experience to lead compliant, value-driven procurement activities across the Federation.
Reporting to the Head of Procurement, you will be responsible for managing end-to-end procurement exercises, including regulated tenders, framework agreements, and strategic sourcing activities. You will work closely with academies and central teams to ensure procurement activity is planned effectively, delivers value for money, and complies with the Procurement Act 2023 and internal governance requirements.
Key Responsibilities
- Lead and manage end-to-end procurement activities from sourcing strategy through to contract award.
- Deliver regulated procurement exercises, including Find a Tender Service (FTS) procurements, framework call-offs, direct awards, and mini-competitions.
- Develop and maintain a Federation-wide procurement pipeline, identifying future procurement requirements and opportunities for collaborative purchasing.
- Advise internal stakeholders on the most appropriate procurement routes, ensuring compliance with procurement legislation and internal policies.
- Prepare procurement documentation including specifications, tender documents, evaluation criteria, award reports, and governance papers.
- Manage procurement processes in accordance with the Procurement Act 2023, public procurement regulations, and organisational policies.
- Identify and manage suitable public sector framework agreements (e.g., CCS, YPO, ESPO, NHS SBS) and provide guidance on compliant framework usage.
- Support academies with procurement planning, contract mobilisation, and procurement best practices.
- Monitor procurement activities, contract renewals, and procurement savings, identifying opportunities for cost reduction and value creation.
- Build strong relationships with internal stakeholders and suppliers to support successful procurement outcomes.
- Deliver procurement training and guidance to academies on procurement procedures, thresholds, framework agreements, and compliance requirements.

Required Skills & Experience
- Proven experience in UK public sector procurement.
- Experience managing end-to-end procurement and tendering processes.
- Strong knowledge of the Procurement Act 2023, Public Contracts Regulations, and public sector procurement governance.
- Hands-on experience delivering FTS tenders, framework agreements, mini-competitions, and direct awards.
- Experience using public sector frameworks such as Crown Commercial Service (CCS), YPO, ESPO, NEPO, NHS SBS, or similar.
- Strong stakeholder management and relationship-building skills.
- Experience preparing procurement documentation, evaluation models, award recommendations, and contract documentation.
