Job Introduction

Job Title: Procurement Officer

Starting Salary: £38,220 progressing to £41,771 per annum- Pay award pending

Hours: 37 per week

Location: Stevenage

Contract Type: Permanent

Directorate: Resources

This is an exciting opportunity to join a high performing procurement team which provides strategic and technical procurement advice and tender management services to departments within Hertfordshire County Council.

About The Team

You will be part of a team which acts as the Council’s strategic centre of excellence for procurement, providing advice on procurement and commissioning activities for all departments, technical support for above UK threshold tenders, and advice on national frameworks and quotation procedures.

You will be working closely with colleagues in Commercial Law team, and Finance.

The wider team provides best practice advice, training, templates, and manages procurement systems.

Our team has a significant track record of implementing successful contracts offering value for money outcomes while delivering quality services.

About The Role

  • Reporting: You will report to the Senior Procurement Officer, Contract Delivery.
  • Contracting Processes: You will plan and undertake contracting processes using our template documents.
  • Skill Development: You will continue to develop your existing skills and knowledge of procurement procedures and techniques.
  • Compliance: You will ensure compliance with The Procurement Act 2023, Provider Selection Regime (PSR) and the Council’s Contract Regulations and any other relevant legislation.
  • Support: You will support the wider Strategic Procurement Group in respect of procurement best practice and training.
  • Procurement Programme: You will deliver a programme of procurements which will include large-scale contracts, undertaking tenders as well as mini competitions through framework agreements.
  • Market Engagement: You will advise Council officers on shaping an effective procurement process and engaging with the market at an early stage through effective preliminary market engagement.
  • eTendering System: You will use the Council’s eTendering system (currently InTend) to carry out procurement processes.
  • Collaboration: You will collaborate with Council officers to develop effective evaluation methodologies.
  • Contractual Documentation: You will work with colleagues from the Council’s Commercial Law Team to produce contractual documentation.

About You

Essential:

  • Educated to degree/HND level (or equivalent); or have 2 ‘A’ levels (or equivalent) combined with at least 2 years relevant work experience.
  • Demonstrate the ability to manage a tendering process through to contract award.
  • Knowledge of current public procurement legislation.
  • Experience of managing Public Sector procurements – In your supporting statement please list the procurements you have been involved in (i.e. services, goods, works) – your role (whether as lead or support), the process followed, contract value and what regime i.e. PCR2015, PA23 or PSR.
  • Ability to work effectively as a member of the team.
  • Effective collaborator and communicator.
  • Competent user of standard IT packages, especially Microsoft Office.
  • Ability to work on own initiative, prioritizing workload, ensuring that deadlines and timescales are met while maintaining accuracy and attention to detail.
  • Ability to create the full suite of required tender and contract documentation, with guidance/input if necessary, from relevant stakeholders.
  • Ability to brief and/or train officers on procurement process and procedures.
  • Ability to recommend innovative and effective methods of resolving procurement issues.

Desirable:

  • Experience of using eTendering systems.

This is an exciting time to be in procurement with the new Procurement Act 2023 in force and Local Government Re-organization. You will help to shape the Council’s approach and there will be opportunities to contribute to broader procurement aspects such as social value, sustainability and modern slavery.

As part of SPG, you will help us to provide the excellent quality services that make a real difference to the people of Hertfordshire.

You will get involved with a wide range of procurements covering all of the Council’s service areas including highways, property, adult social care, children’s services, public health and community protection. This role will give you a fantastic diversity of experience in public service provision.
