Procurement Officer – Graduate (Fixed Term for 23 Months)

About the Role

The Scottish Prison Service (SPS) oversees the secure custody of around 8,000 people across Scotland. Our goal is to create a safer Scotland by unlocking potential and transforming lives. Central to this mission is our commitment to investing in our people—our greatest resource.

Staff across our prison estate play a vital role in delivering frontline services. This position requires a Procurement Officer (Graduate) to support the efficient and effective procurement of goods, services, and works in alignment with the Scottish Model of Procurement.

The role is hybrid, combining remote and on-site work, and occasionally requires travel to SPS headquarters or other sites. You will manage a range of procurement activities, contribute to internal teams, and collaborate with various stakeholders—such as Estates & Technical Services, Operations Directorate, Digital Services, Human Resources, and Legal Services.

Key accounted activities include:

  • Hosting virtual recruitment sessions (e.g., **virtual drop-in on 8th July 2026, 10:30AM–12:00PM).
  • As an entry-level opportunity, successful candidates will build skills through assigned work portfolios, training, and reflective learning.

Core Responsibilities

Contract Development & Management

  • Support procurement services by developing and managing contracts for:
    • Goods
    • Services
    • Works
  • Formulate and oversee tender documentation, using systems like:
    • PCS (Procurement Scotland)
    • PCS-T (e-Procurement portal)
    • ECM (Electronic Contract Management module)

Procurement Activities & Stakeholder Coordination

  • Devise & utilise critical tools such as:
    • Tender evaluation matrices
    • Recommendation reports
  • Conduct evaluations to review:
    • Contract terms
    • Pricing models
    • Supplier performance
    • Contract extensions
  • Explore added-value-benefits in tenders
  • Monitor & measure supplier performance

Project & Consultation Support

  • Lead procurement projects independently while heeding guidance from line managers.
  • Coordinate activities including:
    • Working groups/meetings
    • Debrief & negotiation forums
    • Engagement with bidders
  • Develop consistent, professional documentation such as:
    • Project timelines
    • Meeting minutes
    • Action-issue logs
    • Tenderness portals

Compliance & Documentation

  • Compile and maintain:
    • Dedicated spend-collection records
    • Market & benchmarking data
    • Contract updates published on PCS-T & ECM
  • Draft technically sound reports for competitive bid proposers

Training & Personal Development

  • Undergo a structured Graduate Procurement Programme on a 23-month fixed-term basis.
  • Maintain a reflective learning log and adhere to training milestones.

Administrative & Supporting Tasks

  • Record keeping, contract filing, and general administrative duties.

Required Qualifications & Experience

Education

  • A completed or nearing-completion **degree (minimum 2:1).
  • Deadline for degree completion: within 2 months of application.

Skills & Experience

Administrative & Digital Proficiency

  • Experience in proactive workplace administration (reflects office/university or remote roles)
  • Proficiency in Microsoft Office (essential: Word, Excel, Outlook).
  • Capability to manoeuvre under tight deadlines.

Work Ethic & Soft Skills

  • Planning & Analysis: Ability to structure work under parliamentary scrutiny.
  • Quality Assurance: Experience producing accurate, timely, and well-researched deliverables (contract summaries, reviews, etc.).
  • Team & Client Relations: Aptitude to build and sustain relationships—both internal and external for optimal results.
