Salary: £35,451 - £39,165 (pro rata for part-time) - pay award pending
Working Hours: 37 hours per week

About the Role
By joining ESPO’s Procurement Team as a Procurement Officer, you’ll be part of a highly successful professional buying organisation that delivers cost-effective procurement and supply services to the public sector. ESPO is owned by a consortium of six East Midlands local authorities, with Leicestershire County Council as the employer.
As part of this dynamic team, your responsibilities include:
Key Responsibilities

Manage procurement projects:
- Lead market engagement and provide insights into shaping compliant, value-for-money solutions.
- Run end-to-end procurements for routine projects and support complex/high-value activities.
- Own a portfolio of frameworks, products, or services, ensuring timely delivery against agreed plans and outcomes.

Tender and supplier management:
- Oversee entire tendering processes, from evaluation approaches to negotiations and post-tender clarifications.
- Prepare detailed project briefs, business cases, and governance reports covering procurement strategy, timelines, demand, risk, and resources.
- Develop fit-for-purpose tender documentation in collaboration with stakeholders.

Contract and supplier oversight:
- Monitor contract performance via KPIs and service levels, identifying issues early and escalating escalating where necessary.
- Ensure strict compliance with internal procedures and Public Contract Regulations, upholding transparency and non-discrimination.
- Maintain eProcurement system knowledge and support colleagues, customers, and suppliers with daily queries.

- Collaboration and value delivery:
- Work cross-functionally with teams in finance, sales, and marketing to maximise contract uptake, secure rebates, and demonstrate cost savings.
- Some flexibility expected for emergency or time-critical tasks outside standard hours.
About You
Essential Criteria
To apply, you must evidence meeting the following:
- Qualification: Degree-level qualification (or equivalent work experience) in procuremen,t supply chain, or a related discipline, plus a CIPS membership (or commitment to pursuing it). *
- Experience: 3–5 years’ procurement experience in medium/large or complex organisations, including:
- Sourcing, tendering, and evaluation techniques
- Meeting objectives, driving innovation, and ensuring value for money
- Managing a varied and pressured workload while delivering results
- Working with contract law and public sector procurement risks
- Technical skills: Advanced IT, analytical, and numerical skills with expertise in market/performance data and financial reporting.
- Communication: Strong negotiation and stakeholder management skills across colleagues, customers, and suppliers.
