Procurement Specialist – 9 Month Contract (Remote, Inverness)
Venesky-Brown, acting for a public sector organisation in Inverness, is seeking a Procurement Specialist for a 9-month contract at a rate of £500/day (Inside IR35).
Key Responsibilities
Strategic Procurement Leadership
- Serve as the primary point of contact for internal and external stakeholders, ensuring seamless alignment across procurement activities within your designated Category area while collaborating with broader functional teams.
- Embed lessons learned in procurement processes to enhance future operations.
- Operate independently with professional judgment, effectively prioritise workloads, and challenge stakeholders constructively to uphold compliance and value for money.
Category Management & Cost Efficiency
- Lead a proactive Category Management approach, consolidating demand across airports and corporate functions to leverage economies of scale and buying power.
- Identify strategic sourcing opportunities and cost-saving initiatives while supporting local supplier prospects and broader community benefits.
- Develop and implement corporate agreements that drive efficient, compliant, and high-value procurement.
Budget & Compliance Support
- Assist in capital project programme planning and annual revenue budgeting.
- Provide specialist procurement expertise to capital works, advising on contract terms (e.g., NEC) and ensuring compliance with public procurement legislation.

Process Improvement & Training
- Foster procurement culture change by supporting early stakeholder engagement and adopting cognitive procurement approaches.
- End-to-end procurement leadership, from strategic planning and tender preparation to contract award, evaluation, and post-award management.
- Drive knowledge sharing, including training, engagement, and policy adoption, to enhance procurement processes.
Sustainability & Ethical Procurement
- Embed sustainability into every procurement initiative, prioritising:

- Fair work practices
- Environmental gains (aligned with net-zero targets)
- Encourage circular economy principles in procurement strategies.
- Collaborate with community groups to embed demand-led social outcomes in contracts.
- Comply with modern slavery, anti-bribery, and ethical supply chain policies.
Contract Management & Governance
- Work alongside legal advisors to draft, review, and negotiate comprehensive contracts.
- Monitor contract compliance, manage risks, and align performance with internal and legal obligations.
- Contribute to procurement strategy and policy reviews, ensuring alignment with future business needs.
Technical & Digital Procurement вовлечённость
- Leverage internal systems and tools throughout the procurement lifecycle.
- Support development and maintenance of digital procurement tools.
- Analyze expenditure data (e.g., commodity spend, supplier comparisons) to inform procurement strategies.
- Maintain up-to-date procurement policy templates reflecting best practice and regulatory compliance.

Essential Skills & Qualifications
- Strong grasp of public sector procurement, including:
- The Public Contracts (Scotland) Regulations 2015
- The Utilities Contracts (Scotland) Regulations 2016
- Professional procurement experience, preferably in public sector settings.
- Chartered Institute of Purchasing and Supply (MCIPS) member or pursuing qualifications.
- Strategic commodity planning expertise from market analysis to contract award.
- Data analysis skills (especially financial and procurement spend).
- Risk identification and mitigation capabilities.
- Basic project management proficiency and ability to coach team members.
- Strong organisational awareness and interpersonal relationship-building skills.
Preferred Skills
- Degree or equivalent in business, commerce, or a related field.
- Contract law knowledge (ideal for NEC contracts).
- Multi-site procurement experience or relevant infrastructure knowledge.
- NEC contract expertise (preparation, negotiation, post-award management).
- Demostrable coding or digital tool integration skills (if applicable).
