Product and Strategy Manager (Inside IR35)

On behalf of the Cabinet Office, we seek a Product and Strategy Manager for a 3-month contract (with potential extension), working remotely.

The Role

As a Product and Strategy Manager, you’ll lead a place-based project in Scotland, Wales, and Northern Ireland, prototyping solutions to complex policy challenges. Key responsibilities include:

  • Stakeholder management and delivery planning
  • Defining strategic approaches to drive change
  • Supporting innovative ways of working for desired outcomes
  • Collaborating with central government and wider public sector partners
  • Travel within the UK required

You’ll navigate complex policy challenges and identify strategic opportunities, adapting to evolving priorities while maintaining strategic alignment.


Key Responsibilities

  • Lead a multidisciplinary team to deliver solutions via test-and-learn cycles
  • Define an evidence-based vision for solutions, ensuring clarity and relevance for team, stakeholders, and end-users
  • Work with the team to create prototypes that test assumptions and approaches
  • Identify and assess risks, assumptions, dependencies, and timelines
  • Develop and maintain a roadmap and backlog, prioritising work for impact
  • Drive evidence-based decisions, ensuring value for money
  • Use theories of change and evaluation to evidence project/programme outcomes
  • Share insights with the team to adapt strategy effectively
  • Balance long-term planning with respondsiveness to change, minimising risks
  • Lead a team working within higher uncertainty, ensuring critical research and partnerships inform decisions

Essential Requirements

1. Leading High-Performing Teams

  • Proven experience leading multidisciplinary teams across user-centred design, analysis, policy, delivery, and behavioural insights -Ability to provide leadership, direction, and escalation support while maintaining delivery momentum

2. Driving Product Strategy & Delivery

  • Strong track record in developing and launching products/strategies/services
  • Skilled in crafting visions, roadmaps, and compelling narratives, navigating complex policy/operational environments
  • Ability to identify transformational opportunities

3. Agile and Lean Product Management

  • Deep experience applying agile and lean methodologies, including:
    • Roadmap development and prioritisation
    • MVP (Minimum Viable Product) definition
    • Evidence-based decision making
    • Risk management and dependency handling
  • Ability to maintain stakeholder confidence through unpredictability

4. Influencing Senior Stakeholders

  • Proven stakeholder management expertise, especially with senior leaders
  • Ability to challenge constructively, reconcile differing viewpoints, and secure alignment on user/organisational objectives

5. Evidence-Based Decision Making

  • Strong analytical skills, including:
    • Using data, research, and evaluation methods
    • Testing assumptions and assessing success
    • Setting measurable objectives
    • Developing theories of change using qualitative and quantitative evidence

  • Location: Role must be performed within the UK only
