Product Manager - Customer Insight Platform (CIP)

Location: Telford (Primary Base) / Hybrid with travel to London & Stratford as required
Duration: 6 Months
Rate: £400 IR35
Status: PAYE Only
Clearance: BPSS Required

Please note: BPSS clearance is required for this position. The role is offered on a PAYE basis only in line with client requirements.

Your New Role

We are seeking an experienced Product Manager to lead a critical discovery and delivery initiative within HMRC's Customer Insight Platform (CIP). The Customer Insight Platform consists of multiple cross-functional agile teams responsible for collecting, analysing and enabling the use of customer interaction data at scale. A new workstream, known internally as Flocking and within HMRC as the Adaptive Detection System for Counter Fraud, is being established to transform fraud detection capabilities across HMRC.

This innovative programme aims to move fraud detection from reactive, rules-based approaches to a proactive, automated capability that identifies organised fraud networks and hidden relationships across large-scale datasets. The platform will enable investigators to uncover complex fraud patterns across banking, VAT, Self-Assessment, PAYE and other services in hours rather than weeks.

As Product Manager, you will lead the Discovery and Alpha phases, helping to define the product vision, roadmap and strategic direction before supporting planning, estimation and business case development for the subsequent build and live phases.

Essential Experience

  • Proven experience creating and communicating a compelling product vision
  • Extensive experience managing complex digital or data products throughout their lifecycle
  • Experience working in Agile, Lean and Continuous Delivery environments
  • Demonstrable success delivering products through Discovery, Alpha, Beta and Live phases
  • Strong stakeholder management skills across technical and non-technical audiences
  • Experience defining product metrics and using data to drive prioritisation and decision-making
  • Ability to build and maintain product roadmaps aligned to wider organisational strategies
  • Experience working with multiple engineering, DevOps and data platform teams
  • Strong backlog management and prioritisation expertise
  • Experience writing epics, user stories and acceptance criteria
  • Ability to build consensus across diverse stakeholder groups
  • Experience working within large-scale data, analytics or insight-driven environments
