About the Role
We are seeking an experienced and data-driven Product Owner to join a large-scale UK government agency. You will be accountable for the vision, backlog, and measurable outcomes of critical digital products within a complex transformation portfolio.
As part of a blended multidisciplinary squad (comprising civil servants and supplier staff), you’ll act as the bridge between:
- Business stakeholders
- End-users
- Engineering team
Key Responsibilities
- Define and communicate a compelling product vision, roadmap, and measurable success criteria aligned with business strategy and user needs.
- Own and prioritise the product backlog with clear, testable acceptance criteria.
- Make key delivery decisions, including:
- Scope adjustments
- Sprint priorities
- Acceptance of delivered increments
- Drive data-based decisions using analytics, user research, and A/B testing to shape product strategy.
- Collaborate with Agile Delivery Managers, Business Analysts, and Solution Architects to ensure usability and technical soundness.
- Ensure compliance with:
- GDS Service Standard
- WCAG 2.2 accessibility guidelines
- GDPR/data protection regulations
- Secure-by-design governance principles
- Engage stakeholders (business, policy, and end-users) to validate direction, build consensus, and balance competing priorities.
- Support service assessments across agile delivery phases (discovery, alpha, beta, live).
- Maintain necessary documents for formal service assessments.

Essential Skills & Experience
- Experience in public sector digital delivery with:
- Product Owner/Technical Product Manager focus
- Role on high-volume, citizen-facing government digital services
- Agile expertise, including:
- Backlog management
- PPrioritisation
- User-story refinement
- Deep understanding of the GDS Service Standard, with experience in:
- Alpha, private beta, and public beta assessments
- Insight-driven approach:
- Expertise in user research and data-driven decision-making (qualitative/quantitative)
- Stakeholder management skills, including:
- Influence over senior civil servants, legal teams, and policy bodies
- Managing tight regulatory timelines
- Technical literacy in:
- API-first architectures
- Cloud-native systems (e.g., AWS)
- Collaboration with software engineers and technical architects
Desirable Skills & Experience
- Credible product management certifications, such as:
- Certified Scrum Product Owner (CSPO)
- SAFe Product Owner/Product Manager (POPM)
- Experience integrating digital products with:
- Cross-government platforms (e.g., identity verification, digital wallets, payment gateways, notifications)
- Legacy transformation expertise:
- System migration to modern scalable environments
- Responsibility for legacy service continuity
- Proficiency in agile tooling, user research platforms, and analytics tools such as:
- Jira, Confluence (agile delivery)
- Google Analytics 4, AWS CloudWatch
