Programme Manager / Director
A City based banking institution is seeking an experienced Programme Manager / Director to lead the successful delivery of a portfolio of strategic change initiatives across their Capital Markets business. This is a senior leadership role responsible for the end-to-end execution, governance, and oversight of complex programmes spanning front, middle, and back-office functions, including digital transformation, AI-enabled initiatives, regulatory change, and business growth projects.
Working closely with Executive Management, Trading, Treasury, Operations, Risk, Compliance, Technology, and Finance, you will ensure programmes are delivered in line with strategic objectives, regulatory expectations, and enterprise governance standards. You will play a pivotal role in driving operational excellence, modernising platforms and processes, and delivering measurable business value across the Capital Markets function.
Key Responsibilities
- Lead the delivery of a portfolio of strategic programmes supporting Capital Markets, including digital transformation, AI adoption, regulatory initiatives, operational improvements, and business expansion.
- Establish robust programme governance, ensuring effective oversight, transparent reporting, and disciplined execution across multiple workstreams.
- Develop and manage programme roadmaps, budgets, resource plans, dependencies, risks, and delivery milestones.
- Partner with senior stakeholders across Front Office, Treasury, Operations, Technology, Risk, Compliance, Finance, and Executive Management to translate strategic objectives into successful delivery programmes.
- Oversee change initiatives impacting trading, treasury, securities operations, settlements, collateral management, market infrastructure, and post-trade services.
- Ensure programmes comply with internal governance standards, regulatory requirements, and enterprise risk management frameworks.
- Lead Steering Committees and Programme Boards, providing timely reporting, escalation of risks, and recommendations to senior leadership.
- Drive continuous improvement by identifying opportunities to streamline processes, automate manual activities, and enhance operational resilience through technology and AI.
- Manage programme interdependencies across multiple business functions, ensuring delivery remains aligned to strategic priorities.
- Promote best practice programme and project management methodologies while fostering a culture of accountability, collaboration, and continuous improvement.

Skills & Experience
- Significant programme leadership experience within Capital Markets, Investment Banking, Treasury, or Financial Markets.
- Proven track record delivering complex strategic, regulatory, digital transformation, and technology programmes.
- Strong understanding of Capital Markets products and operations, including fixed income, foreign exchange, money markets, securities, derivatives, and associated post-trade processes.
- Experience delivering programmes impacting trading platforms, settlements, custody, collateral management, market infrastructure, or transaction processing.
- Knowledge of key regulatory initiatives affecting Capital Markets and financial institutions.
- Experience leading AI, automation, data transformation, or operational efficiency programmes would be highly advantageous.
- Strong understanding of programme governance, portfolio management, and enterprise change frameworks.
- Exceptional stakeholder management skills, with the ability to influence and build relationships at Executive and Board level.
- Demonstrated ability to manage large budgets, cross-functional teams, third-party vendors, and multiple concurrent programmes.
- Excellent analytical, communication, and leadership skills with a strong focus on delivering measurable business outcomes.

Qualifications
- Degree qualified or equivalent professional experience.
- Professional certification such as MSP, PMP, PRINCE2, Agile, or equivalent is desirable.
- Capital Markets, Financial Markets, or Change Management qualifications would be an advantage.
