About the Role
Cloudflare is transforming our global payroll system with a comprehensive rollout to ADP, ensuring we attract top talent and empower them to excel.
We seek a hands-on, operationally-minded People Operations Program Manager to serve as the key project lead for this transition. This is a senior individual contributor role (with no direct reports), focused on project leadership, mentorship, and data-driven process improvements.
You’ll partner closely with two People Operations Specialists while collaborating with Payroll, HRIS, and regional stakeholders across 4–6 simultaneous countries. Your responsibility: seamless execution—from initial design to stable post-launch support—ensuring consistent processes, accurate results, and universal adoption of Workday and ADP integration.

- Drive the end-to-end transition to ADP across multiple locations.
- Hold accountability for scope, execution, and post-launch stability.
- Proactively anticipate challenges, recommend solutions, and rally the team.

Workday-to-ADP Integration
- Maintain Workday as the single-source truth for global payroll.
- Collaborate with cross-functional teams to ensure data exports (e.g., PECI middleware) reflect accurate source systems for ADP rollover.
Process & Standardization
- Design a single global payroll playbook to replace manual, locale-specific spreadsheets.
- Ensure consistency across all locations, including settings for allowances, benefits, and compensation.
Change Management & Knowledge Transfer
- Lead workshops and training sessions on transitioning from legacy systems to Workday.
- Develop Standard Operating Procedures (SOPs) for daily operations.
- Use AI tools to reduce manual workload, optimize workflows, and improve reporting.
Data Governance & Testing
- Perform rigorous data validation, audits, and QA between systems during parallel runs, Go-Live, and Hypercare phases.
- Conduct integration testing for all code-to-tenant HRIS tasks alongside IT teams.
- Ensure full data parity across Hire-to-Retire lifecycles.
Cross-Functional Collaboration
- Advise Payroll, Benefits, Legal, and IT teams on navigations, deadlines, discrepancies, and compliance requirements.
Mentorship & Enablement
- Provide daily technical guidance to two Senior People Operations Specialists.
- Provide encouragement, carbonation (when dismantling bureaucratic hurdles), peer reviews, and maintain momentum.
What You’ll Bring
Recommended Experience
- 5+ years in People Operations, Payroll Operations, or HRIS implementation.
- Track record of leading system upgrades and managing project rollouts.
Core Skills
- Technical payroll integration knowledge: Familiarity with PECI, Celergo GlobalView, or similar middleware.
- Ongoing knowledge of Workday functionalities and reports—especially beyond payroll: advanced case modules, Workers Compensation, and business analytics.
- Breadth in payroll operations (incl. Hire-To-Retire lifecycle, compliance requirements, automation workflows, shift wrap-ups, and manual puzzled data extraction).
- Experience Ł automation—where AI elevates manual processes: translation tools, reporting, or specific ETL business rules automated in a system trigger/event.

- Ability to operate independently while prioritizing time sensitives (milestone deadlines, local/lending party’s availability).
- Eagerness to push workday admin boundaries for templates,#, or pulling understanding, business requirements hints.
Collaborative Communication
- Fluent in non-technical translations: explaining technical system requirements to broad diverse teams based around the globe.
- Ability to lead collaborative workshop debates, adjust directions, and navigating boundaries with peers.
