Citi's Markets Operations Transformation
Citi's Markets Operations is undergoing a significant, multi-year transformation to establish a future-state Target Operating Model. This initiative encompasses risk and controls, regulatory compliance, process engineering, automation, talent development, data transformation, technology investment, and enhanced client service. We are seeking a highly skilled Vice President, Program Manager to join our global, cross-functional Markets Operations Process Engineering team. This team is pivotal in delivering the multi-year transformation roadmap, supported by strategic investment, change execution, and a market-leading change delivery approach focused on program/project management, business analysis, process engineering, and low-code application development.
Role Overview
The Vice President Program Manager will be instrumental in leading and supporting change initiatives across one or more Markets Operations projects. This role demands a blend of robust project management and business analytical skills to drive transformation collaboratively with global operations and technology partners. A strong understanding of Markets products, operational processing, and disciplined project management practices is essential.
What you'll do
- Manage assigned projects, including developing plans, tracking deliverables, performing analysis, ensuring adherence to documentation standards, and managing stakeholder expectations.
- Partner with stakeholders to define program scope, ensuring requirements are strategic, clearly documented, understood by all, and supported by a business case, cost-benefit analysis, tangible benefits, and KPIs.
- Proactively communicate status, issues, resolutions, and risks to Sponsors and key stakeholders, actively participating in and driving working groups, senior forums, and workshops.
- Cultivate and maintain strong relationships with business and technology stakeholders, serving as a subject matter expert for senior leaders and team members.
- Implement best practices to simplify and standardize processes, controls, and workflows, ensuring global consistency.
- Lead the identification and resolution of issues, including those extending beyond immediate workstream remits.
- Support stakeholders throughout the program lifecycle, including testing and operational readiness planning.
- Facilitate and deliver change to effectively reduce the firm's risk profile.
- Drive adherence to Citi's PM standards, processes, procedures, methods, and delivery standards.
- Exhibit sound judgment in assessing risk when making business decisions, safeguarding Citigroup's reputation, clients, and assets by ensuring compliance with laws, rules, and regulations, adhering to policy, upholding ethical conduct, and transparently escalating and managing control issues.

What we need from you
- Significant experience delivering transformation programs within a fast-paced, large global financial services firm (ideally within operations, risk, or technology).
- Exceptional Program Management skills, with specialized certifications (e.g., Six Sigma, Agile, Lean, Prince2, PMP) highly desirable.
- Strong organizational and multitasking abilities, with flexibility to manage multiple tasks and changing priorities in a dynamic environment.
- Excellent analytical, data management, and problem-solving skills, with the ability to clearly document findings and proposals using tools such as Excel, PowerPoint, JIRA, and Confluence.
- Superior verbal, written, and presentation skills; demonstrated ability to effectively communicate technical and business issues/solutions across all organizational levels.
- Ability to exercise independent judgment/autonomy and operate with minimal direct supervision.
- Proven experience in stakeholder engagement, including leading and driving working groups with senior stakeholders.
- Experience with FX products and an understanding of regulatory change in financial services is desirable.
- Fully knowledgeable in day-to-day product/process activities; basic understanding of the firm's businesses and economics; expected to be a subject matter expert in one or more specific skill sets.
- Comprehensive understanding of how individual contributions integrate to achieve business objectives.
