Program Officer (Technical Support – Education)

Role Profile

  • Title: Program Officer (Technical Support – Education)
  • Team/Programme: Education Team

  • Grade: NAT - 4
  • Contract Length: Fixed Term

Child Safeguarding

Level 3: The role involves frequent (e.g. weekly+) or intensive (e.g. monthly+) contact with children and/or young people as part of country program implementation, vetting processes, or field support activities.


Role Purpose

Provide technical support for education programs through:

  • Training design and facilitation
  • Ongoing technical support to implementation staff
  • Field-level monitoring to ensure high-quality services

Scope of Role

  • Line Management: BE Advisor (Yangon)
  • Field Supervision: Project Coordinator (Magway)
  • Staff Reporting: None
  • Budget Responsibilities: None

Key Areas of Accountability

Program Delivery

  • Design and develop training plans, materials, and methodologies for:
    • Early Childhood Care and Development (ECCD)
    • Basic Education (BE)
    • Non-Formal Education (NFE)
  • Apply participatory, interactive, and learner-centered approaches for:
    • Caregivers
    • Teachers
    • Community-based organizations (CBOs)
  • Deliver training to:
    • Program staff
    • Partner staff
    • Educators
    • Community stakeholders
  • Facilitate Training of Trainers (ToT) sessions for capacity-building
  • Conduct field monitoring, coaching, and follow-up meetings
  • Maintain records of trainings, meetings, and visits
  • Collaborate with the BE Advisor and technical teams on materials and approaches

Program Management

  • Monitor and document project progress
  • Prepare and submit training reports
  • Ensure optimal resource use and compliance with internal financial controls

Communications

  • Relay project information to Project Assistants
  • Develop communication materials for partners

Others

  • Prepare work plans and training modules collaboratively
  • Maintain activity records and submit progress reports
  • Assist with periodic reporting and program documentation

Child Safeguarding Responsibilities

  • Provide technical support for safeguarding training to:
    • Staff
    • Partners
    • Teachers
    • Communities
  • Ensure all activities do not pose risks to children
  • Audit training design for safeguarding compliance
  • Foster open discussions with children about potential flaws

Qualifications, Experience & Skills

Essential

  • Education: Bachelor’s degree in Education, Social Sciences, or a related field
  • Experience: 3–5 years in ECCD, BE, or NFE program implementation
  • Skills:
    • Training design, facilitation, and capacity-building
    • Participatory teaching methods and adult learning principles
    • Ability to adapt to diverse contexts
  • Flexibility/Commitment:
    • Willingness to travel for fieldwork

Desirable

  • Knowledge of Save the Children’s education frameworks
  • Experience in emergency/development education programs
  • Language: Fluency in local languages alongside strong English

Additional Responsibilities

  • Duty to perform other relevant tasks within reason, based on skills and experience.
