Independent Assurance Manager – Greater Manchester Combined Authority

If you have experience specialising in independent assurance and are looking for an opportunity to apply that expertise to a multi-billion-pound portfolio of transport infrastructure projects in Greater Manchester, we would love to hear from you.
Your Role
As a key member of our Audit, Risk and Assurance team, you will lead the provision of an independent assurance service, offering objective assurance opinions to the Executive and Greater Manchester Combined Authority (GMCA).
This role is focused on assurance rather than delivery. You will leverage your experiences with major infrastructure projects to review, challenge, and support delivery teams to improve outcomes.
Key Responsibilities
- Develop and agree assurance plans across a complex portfolio of infrastructure programmes
- Lead Gateway Reviews, health checks, and other assurance activities
- Provide clear, evidence-based assurance reports and recommendations
- Manage consultancy contracts and support a small team to ensure high-quality assurance delivery
- Build strong relationships across TfGM, GMCA, and partner organisations to influence and improve project performance

About Us
You will report to the Head of Risk and Assurance and be part of a team providing independent assurance on a diverse, high-profile portfolio of projects, including:
- Cycling and walking schemes
- New interchanges
- Light and heavy rail systems
- Bus improvements
- Highway projects
Your work will contribute significantly to ensuring the smooth, safe, and effective delivery of these projects for the people of Greater Manchester.

Essential Experience & Qualifications
- Substantial experience working on major infrastructure projects or programmes, with a strong grasp of the entire project lifecycle
- Experience in providing assurance across complex projects or programmes, including the execution of Gateway Reviews, audit activities, health checks, or similar roles
- A solid understanding of project and programme management principles, methodologies, and governance
- The ability to review, challenge, and provide constructive, evidence-based recommendations
- Strong communication skills to influence stakeholders at all levels
- Experience in leading and developing others, supporting team performance and progression
- A relevant project or programme management qualification (e.g., APM PMQ) or equivalent industry experience

This is a permanent role with an attractive salary of £75,370 – £84,830 per annum.
