About The Role
Programme Commissioning Manager – Balfour Beatty (@one Alliance)
Location: @one sites across the Anglian Water region — Bedfordshire, Cambridgeshire, Essex, Lincolnshire, Norfolk, Northamptonshire and Suffolk
Balfour Beatty plays a key role as part of the Anglian Water’s one Alliance. The Alliance is a ground-breaking collaboration between Anglian Water and eight industry-leading partners: Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO. Together, we deliver around 40% of Anglian Water’s capital investment programme.
As we progress through AMP8 – our most ambitious asset management period to date – we’re delivering nature-based and sustainable infrastructure, from wetlands to urban drainage schemes, setting new benchmarks for environmental performance.
We are looking for an experienced Programme Commissioning Manager to lead the commissioning delivery of a portfolio of non-infrastructure projects across the Anglian Water region. You will be responsible for developing and delivering commissioning strategies, ensuring assets are commissioned safely, on time and to the highest standards. Working closely with Delivery Directors, project teams and alliance partners, you will drive performance, manage risks and support successful handovers into operation. You will also lead and develop commissioning teams, champion best practice and continuous improvement, and promote a culture of safety, collaboration and operational excellence.
What you'll be doing
As Programme Commissioning Manager You Will
- Lead the commissioning delivery of a portfolio of major non-infrastructure projects.
- Develop and implement strategic commissioning plans across the programme.
- Ensure assets are commissioned safely, efficiently and to the highest standards.
- Monitor programme performance, risks and commissioning readiness.
- Collaborate with Delivery Directors, project teams and alliance partners to overcome challenges and drive successful outcomes.
- Lead, coach and develop a team of commissioning professionals.
- Drive a culture of accountability, collaboration and continuous improvement.
- Champion best practice and innovation, including digital commissioning solutions.
- Ensure smooth and successful handover of assets into operational teams.
- Promote the highest standards of health, safety and wellbeing across all commissioning activities.

Who we're looking for
What You’ll Bring
We’re looking for a highly capable leader with strong technical and operational experience, including:
- Degree-level qualification in an engineering or relevant discipline, or equivalent experience
- Significant experience in water or water recycling operations and commissioning
- Proven track record of leading teams to deliver fully commissioned assets in complex, high-pressure environments
- Strong understanding of commissioning processes, automation systems and project delivery
- Ability to influence senior stakeholders and work effectively across alliance partnerships
- Experience in developing best practice and embedding continuous improvement
- Strong problem-solving skills, with the ability to adapt to changing technologies and delivery challenges
- Full UK driving licence
- Professional membership, or working towards, such as MIET, IMechE, CIWEM or similar — desirable
You’ll also be someone who leads by example, builds strong relationships and drives a culture of accountability, collaboration and excellence.
