Programme Director
Programme Director – Training Transformation Raytheon UK – Portsmouth (Hybrid) | Multi-hundred million portfolio role
About the Role
Raytheon UK’s Training Transformation Business seeks an experienced Programme Director to lead a high-value portfolio within the Team Fisher consortium, supporting the Royal Navy’s training transformation across four key areas:
- Training Integration
- Training Equipment
- Training Delivery
- Training Simulation
This globally critical role offers strategic leadership along with growth opportunities to progress within RTX Corporation.
Reporting to the Associate Director of Training Transformation Services, the Programme Director will:
- Inspire an Integrated Programme Team
- Drive delivery towards time, cost, and performance targets
- Foster collaboration within a multi-partner environment
Main Responsibilities
Strategic Oversight & Delivery
- Define strategic direction across techniques, alignment, and delivery
- Ensure accountability for:
- Programme risks/opportunities
- End-to-end performance confidence
- Decision-making to resolve complex challenges
Customer & Partner Engagement
- Serve as the principal interface to:
- Royal Navy & MOD stakeholders
- Team Fisher partners (e.g., Capita, industry collaborators)
- Cultivate senior-level trust and advocate for transparent, collaborative priorities
- Bridge multiple geography-based teams & stakeholders

Team Leadership & Governance
- Empower Integrated Product Teams (IPTs) & Programme Management Teams
- Formalise multi-discipline governance including:
- Engineering, Supply Chain, Finance, and Training/Design
- PMO oversight for effective controls across the portfolio
- Champion Financial Discipline:
- Cost tracking
- EAC (Earned Value Analysis)
- Performance reporting
Operational Excellence
- Embed Defence Systems Approach to Training principles
- Adhere to Raytheon standards, regulatory obligations, and contractual requirements
- Mentor both programme leaders and high-potential practitioners
Documentary Requirements
Essential Criteria
- Proven track record in programme leadership of £100M+ portfolios
- Experience in defence, engineering, or training systems sectors
- Ability to thrive in consortium environments
- Multidisciplinary team operations with dispersed geography
- Expertise in P&L ownership, stakeholder management, and commercial acumen
Desirable Additional Qualifications
- Degree or equivalent in technical/project management disciplines
- MOD customer operations experience
- Advanced familiarity with defence training policy frameworks
