Purpose of the Post
This role sits within the Institute Data Office and works in close partnership with the Chief Data Officer (CDO), Programme Director – Data Partnerships, and the Chief of Staff & Director of Strategy, who oversees the Institute’s Brain Health portfolio.
Key Collaborators
- The Programme Director – Data Partnerships leads strategy, partnerships, and ecosystem alignment across UK data owners, Trusted Research Environments (TREs), and stakeholders.
- The Programme Director – Data Delivery is accountable for translating this strategy into real, effective delivery for complex, multi-partner data programmes.
Role Focus
This role serves as the primary delivery lead for UK-wide data programmes, ensuring that strategic intent is converted into actionable data access, analysis, and effective execution.
The position blends strategic leadership—identifying opportunities and working toward escalations—with hands-on delivery, acting as a critical connector between the Institute teams, NHS data partners, academic leads, and commercial collaborators, across UK-wide data studies.
Initial Priority
The initial focus will be on delivering the GSK shingles vaccine study, in partnership with:
- The Chief of Staff & Director of Strategy
- Colleagues at the UK Dementia Research Institute
- Study research leads: Professors [Angela Wood & Cornelia Van Duijn]
As the operational lead across all partners, this role ensures end-to-end delivery, addressing the following outcomes:
- Data accessibility: Ensuring data can be efficiently accessed and utilised across TREs in research practice.
- Quality-assured analysis: Facilitating high-value academic research output.
- On-time, well-executed programmes: Upholding partner agreements regarding timelines, quality, and expectations.

This role oversees programme leadership in collaboration with project teams across HDR UK and external partners while identifying and developing a scalable data delivery capability. A standardized approach will be created for:
- Multi-partner projects
- Practical learning captured and published as reusable playbooks
- Long-term applicability across various domains
Key Attributes Needed:
- Strategic leadership abilities
- Experience in NHS routine health data for research and innovation
- Commercial/pharmaceutical research delivery history
- Strong people management and programme management skills
### Main Responsibilities
1. Delivery of UK-Wide Data Programmes

Lead the day-to-day delivery of complex multi-partner data programmes.

Translate strategic priorities, as articulated by:
- CDO
- Chief of Staff & Director of Strategy
- Programme Director – Data Partnerships, into clear delivery plans and execution frameworks.

Drive progress against milestones, ensuring:
- Pace and discipline
- Accountability for delivery outcomes across time, quality, and cost.
2. Operationalising Data Access Across TREs/Secure Data Environments (SDEs)
- Collaborate across multiple TREs/SDEs to:
- Ensure consistent and efficient data access for researchers.
- Identify and resolve practical barriers to accessing and utilising data—beyond just raising awareness, ensuring implementation of solutions.
- Partner closely with academic leads (including statistical analysis teams) to support:
- Access to the right data.
- Effective navigation of TRE environments.
- Meeting agreed timelines for analyses.

Direct Support for Operational Challengers
- Data access issues
- Governance bottlenecks
- Technical/environmental inconsistencies Acts as a bridge between data infrastructure and research delivery.
3. Multi-Partner Delivery Management

Manage day-to-day delivery for:
- NHS data providers
- TREs/SDEs
- Academic teams
- Industry partners (e.g. GSK).

Ensure clarity across:
- Roles and responsibilities.
- Timelines for each partner.

Address interdependencies, proactively escalating risks when needed.

Maintain alignment with delivery commitments over strategic intent.
4. Application of Understanding & Best Practice
- Apply a strong understanding of:
- UK NHS data structures and flows.
- Trusted Research Environments/Secure Data Environments.
- Data governance and access processes.
Converting these insights into workable, efficient, and scalable delivery solutions.
5. Programme Management Disciplines
- Implement and manage:
- Detailed planning and tracking.
- Risk & issue management.
- Regular delivery reporting.
6. Building a Scalable Delivery Capability
- Capture and share delivery learning to establish standardised approaches for:
- UK-wide data studies.
- Reusable process playbooks for multi-partner projects, grounded in real-world execution.
Flexibility & Representation
- Be prepared to work flexibly to support colleagues and adapt to emerging priorities.
- Assume line management of team members as required.
- Represent HDR UK at conferences and events.
