Programme Facilitator (Probation Service)
Location: NPS Peninsular House, Ipswich, IP4 1AQ
About the Role
Are you passionate about rehabilitation and helping individuals make meaningful, sustained changes in their lives? If so, consider a career as a Programme Facilitator within the Probation Service(HM Prison and Probation Service – HMPPS).
You will be responsible for delivering evidence-based interventions designed to reduce reoffending and support offenders to rebuild constructive, pro-social lives. This role involves working with individuals who have perpetrated domestic abuse, sexual abuse, violent crimes, and acquisitive offences.
Key Responsibilities
As a Programme Facilitator, you will:
Programme Delivery
- Deliver Accredited Programmes and Structured Interventions through:
- Groupwork sessions (primarily in the evenings)
- One-to-one interventions
- Ensure sessions are structured, safe, and engaging, supporting diverse learning styles
- Facilitate environments where participants can explore and change harmful attitudes, beliefs, and behaviours
- Use pro-social modelling to reinforce positives changes
Monitoring and Reporting
- Monitor progress, risk, and wellbeing throughout interventions
- Keep accurate records of participant progress and share insights with relevant teams
- Collaborate with probation officers, courts, and criminal justice agencies to support sentence management
Training and Professional Development
- Engage in extensive training provided by the Probation Service
- Successfully complete a 6-month probationary period including:
- Attending an assessment centre
- Passing assessed training (including programme theory and delivery)
Additional Duties
- Provide workshops and briefings to probation staff and external stakeholders
- Promote community safety by helping desist from criminal behaviour
- Work effectively within an inclusive team to sustain high standards of support

Requirements
- Must have the right to work in the UK (please note Skilled Worker visa eligibility rules as outlined below)
- Be prepared for unsocial hours, including:
- Regular evening work (enhanced pay for evenings and Saturdays)
- Travel across a large regional area (expenses claimable)

- Enhanced Criminal Record Checks
- Baseline Personnel Security Standard (BPSS) checks
Salary and Benefits
- Starting salary: £28,064 increasing to £30,179 upon first annual review, with further annual increments via Pay Band progression
- Unsocial Hours Payment:
- 30% on evenings
- 50% on Saturdays

Recruitment Process
This role uses Success Profiling, assessing your Behaviours, Strengths and Experience across two stages:
Stage 1: Application and Sift
Complete:
- A short formal application
- Responses to three structured behavioural and experience-based questions Applications will be sifted before interviews.
Stage 2: Selection Interview
Comprises:
- Facilitation Exercise:
- Deliver a 10-minute presentation (topic provided upon booking)
- Assessed against Communicating and Influencing, Developing Self and Others, and Managing a Quality Service
- Interview:
- Targeted discussion on role relevance, qualifications, and teamwork relevance

Nationality and Immigration Rules
UK Eligibility Requirements
This position adheres to Civil Service nationality rules. You must be:
- A UK national
- National of the Republic of Ireland
- A Commonwealth citizen with the right to work in the UK
- An EEA/ Швейцарский, норвежский, исландский or Liechtenstein national with settled/pre-settled status under EU Settlement Scheme
- A national of the Turkey with obligatory rights for UK employment
Skilled Worker Visa Notice
As of 28 July 2025, the role is not eligible for new Skilled Worker visas, introducing new immigration eligibility criteria.
For current Skilled Worker visa holders:
- Check your right to work with immigration pre-assessment during onboarding.
- If currently on a valid Skilled Worker visa, your eligibility may be reviewed under transitional provisions.
