Daily Rate: £600 – £650 per day (umbrella) Location: Part remote (ideally 1–2 days per week in-office at Guildhall, Shrewsbury; negotiable) Contract: 6 months with review for extension Working Hours: Monday–Friday, 9 am–5 pm

Opus People Solutions are recruiting on behalf of Shrewsbury Council for a Programme Management Officer (PMO) to deliver the Council’s Improvement Plan and Transformation Programme, fostering consistency and best practice in programme and project management across the organisation.

An immediate priority is leading the implementation of a new framework and developing roles/approaches under this structure. The role offers part-remote flexibility, with an expectation to work onsite 1–2 days a week at Guildhall, Shrewsbury (negotiable).


Purpose of the Role

The Programme Management Officer will:

  • Lead a Community of Professional Practice to connect skilled stakeholders, prioritise resources, ensure governance, and champion awareness of council-wide project/programme delivery.

Collaborate to develop whole-system working, manage interdependencies, and co-create shared outcomes while monitoring programme effectiveness.


Responsibilities

  • Lead PMO strategy:

    • Shape the Programme Management Office into a centre of excellence.
    • Devise and deliver the transformation programme and overarching programme plan.
    • Monitor wider project management activities with high standards.
  • Manage PMO resources:

    • Support staff directly and via matrix management, upholding Council policies and behaviours/values.
    • Develop and embed a Project Management Framework, including methods, tools, and templates for aligned delivery.
  • Governance and risk escalation:

    • Oversee risks/issues from projects/programmes; escalate to relevant teams when needed.
  • Quality improvement:

    • Drive ongoing refinement of project/programme practices, meeting organisational needs and fostering skills/capabilities.
  • Digitisation and transparency:

    • Introduce automation/digitisation to reduce admin.
    • Support the design of dashboards for visibility into project/programme outcomes.
    • Take a strategic ‘balcony view’ to identify interdependencies, eliminate duplication, and align activities with the Council’s strategic objectives (Shropshire Plan).

  • Resource optimisation:

    • Act as a trusted advisor, consulting on opportunities and prioritising activity via a ‘gateway process’.
    • Strengthen relationships with key enabling services to weave resources efficiently for timely delivery.
  • Transition alignment & governance:

    • Collaborate with sponsors and colleagues to oversee health checks/deep dive reviews, ensuring compliance with corporate standards, objectives and plans.
    • Share lessons learned, adopting tools/approaches to address findings.
  • Financial oversight:

    • Manage the PMO budget and monitor project/programme spending, reporting as per frameworks.
    • Oversee procurement/commissioning for PMO-related delivery.
  • Strategic partnership:

    • Work with Operational & Corporate Excellence (OCE) leadership to align with the OCE vision and The Shropshire Plan, supporting the Council’s success.
