Role Overview
Due to continued growth and success in an important MTI Service Contract, we are seeking to appoint a talented and committed individual to join our team. The role will be initially focused on that Service Contract but will have broader scope over time.
This centrally funded service offers support to NHS organisations in England to identify cyber security related risks and/or support remediation activities. The work is delivered by MTI and an ecosystem of partners – we work with eligible organisations (approx. 275 across England) to scope and schedule all activity.
We provide a variety of catalogue and bespoke cyber engagements spanning governance support and the design, implementation, or optimisation of technical controls. The aim is to reduce cyber risk and support organisations with their resilience programme, helping them align with industry best practice, NHS, and National Cyber Security Centre (NCSC) guidelines.
The Service commissioned over 120 individual project engagements in FY25 with over 85 recipient organisations.
Reporting to the Head of Professional Services, the Programme Manager is responsible for the successful delivery of multiple projects and programmes across Data Centre, Security, and Managed Services engagements.
The role is accountable for ensuring projects are delivered on time, within scope and budget, while maintaining high levels of client satisfaction and achieving agreed commercial and engagement targets.

The Programme Manager will build and maintain senior client relationships, lead project teams, ensure compliance with project governance and financial controls, and identify opportunities for additional business growth.
Key Areas of Responsibility
Programme & Project Delivery
- Lead projects and programmes through the full lifecycle, from initiation through to closure.
- Define project scope, objectives, governance, and success criteria.
- Develop and maintain project plans, schedules, risks, issues, and dependencies.
- Ensure effective management of project resources and delivery teams.
- Monitor progress against agreed milestones and take corrective action where required.
- Own and maintain project governance plans and ensure adherence to agreed methodologies.
Stakeholder & Client Management
- Develop and manage relationships with senior client stakeholders.
- Act as the primary escalation point for project and programme matters.
- Facilitate effective communication between clients, delivery teams, and leadership.
- Negotiate project scope changes, timelines, and commercial impacts where required.
- Ensure client expectations are managed and consistently met or exceeded.
Governance, Risk & Financial Management
- Maintain effective governance throughout all project phases.
- Proactively identify, manage, and mitigate project risks and issues.
- Provide clear and accurate status reporting to internal and external stakeholders.
- Manage project financial performance, including forecasting, budgeting, and monthly reporting.
- Ensure compliance with internal controls, standards, and delivery methodologies.
Change & Continuous Improvement
- Support the successful implementation of operational and business change initiatives.
- Promote project management best practice across the organisation.
- Drive continuous improvement through structured project and programme delivery.
- Ensure change is effectively embedded within operational teams.

Skills & Experience
Essential
- Proven Programme and Project Management experience within an IT services, consulting, or technology environment.
- Demonstrable experience delivering complex, multi-workstream programmes.
- Strong stakeholder and client management skills at senior management level.
- Experience leading cross-functional project teams, including other managers.
- Strong governance, risk management, and financial management experience.
- Excellent planning, organisational, and prioritisation skills.
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent written, verbal, and presentation skills.
- Experience producing and managing project documentation including:
- Project Initiation Documents (PID)
- Project Plans
- RACI Matrices
- Risk and Issue Logs
- Traceability Matrices
- Governance and Status Reports
Desirable
- Experience and knowledge of Cyber Security principles – threats, best practice, basic cyber hygiene, etc.
- Previously worked within the public sector and specifically the NHS.
- Experience within Data Centre, Security, Managed Services, or Infrastructure environments.
- Relevant project or programme management certifications (PRINCE2, MSP, PMP, Agile, or equivalent).
