Programme Manager – Police Digital Service

Salary: £75,000 per annum

The Programme Manager role sits within the Programme & Project Management Function of the Strategy & Change Directorate at Police Digital Service, overseeing the organisation and delivery of key IT projects.

Key Responsibilities

  • Manage the PDS Delivery Programme & Projects to achieve defined outcomes
  • Collaborate with Project Managers to deliver programme milestones as per agreed plans
  • Translate Police Force and organisational requirements into actionable delivery plans
  • Act as the day-to-day representative of the Director of Strategy & Change for programme success
  • Work with the Portfolio Finance Lead to ensure financial controls, budget management, and cost variance reporting
  • Develop and maintain management governance frameworks with the PMO for effective project/programme oversight
  • Maintain trusted communication channels with force leadership for programme alignment
  • Support the Director of Strategy & Change in establishing relationships with national policing bodies for efficiency
  • Secure stakeholder approval for the PDS strategic vision
  • Enhance the Strategy & Change function through the PPM Centre of Excellence

Requirements

Knowledge

  • Programme/Project Management certification (e.g., MSP, Prince2) or equivalent experience
  • Management qualification (SFIA Level 7) with expertise in team and supplier management
  • Strong technical background in IT platforms, solutions, and supplier roles
  • Knowledge of industry best practices, governance, and change initiatives

Experience

  • Significant experience in project, programme, and portfolio management
  • Proven expertise in financial controls, reporting, and monitoring
  • Experience delivering highly technical IT solutions in complex environments
  • Track record in digital transformation, contract management, and security domains
  • Demonstrated success in managing multi-skilled teams, contractors, and suppliers
  • Prior leadership in technical teams and outsourcing transitions

  • Ability to plan, deliver programmes against tight deadlines and budgets
  • Understands cyber security, cloud technologies, and compliance frameworks
  • Strong in enterprise architecture, digital transformation, and stakeholder management

  • Excel in technical analysis, risk mitigation, and project governance
  • Expertise in Microsoft Project and Office 365
  • Preferred certifications: Agile, Lean
