Service Development, Improvement, and Delivery Function

The service development, improvement, and delivery function supports the Trust to realize its vision to deliver Safe, Personal, and Effective care as outlined in the Trust’s Strategy and medium-term plan. The team supports the development of clear plans and their delivery through its improvement practice and programme delivery approach.

Purpose of the Programme Management (Delivery) Post

The purpose of the Programme Management (Delivery) post is to support delivery and provide assurance on Key Delivery and Improvement Priorities and Programme across the Trust, strengthen accountability across the Trust for the Executive team and Board.

Role Responsibilities

  • Portfolio Management: The post holder will focus on a portfolio of projects and programmes that are considered to be critical to the delivery of the Trust’s strategic objectives, providing a level of transparency in support of the Trust’s established governance and accountability processes.
  • Leadership and Challenge: The post holder will hold a portfolio of high-profile projects and programmes, some of which with direct project management responsibility, with which they will ensure there is effective governance to support delivery. They will be expected to provide leadership and constructive challenge to colleagues on delivery, best practice, and benefits realization.
  • Best Practice Standards: As part of the Service Development, Improvement and Delivery team, the post holder will establish standards of best practice in project/programme management. They will be required to provide assurance that significant projects/programmes are effectively established with clarity in alignment to programmes utilizing an improvement approach, governance arrangements, timelines, resource requirements, risks, benefits, and outcomes. The post holder will be responsible for establishing constructive challenge to develop these standards.
  • Project Management Assurance: To manage a portfolio of projects and programmes, providing assurance on their governance and delivery. For the majority of these, the post holder will have no formal authority but work alongside the sponsors and managers to support delivery. In the main, most of these projects will be managed within the Divisions, hence sponsors are likely to be the Divisional Directors of Operational and Directorate Managers.
  • Project Management Leadership: Provide formal project management leadership to specified projects as required, ensuring project initiation, governance, and delivery is managed as per Trust standards.
  • Change Management: Lead change management work to enable front-line teams to understand and diagnose issues to develop effective solutions. Provide continuity in leadership to support management of change working with clinicians.

The Trust is in a fortunate position with a well-established improvement practice, led by the Improvement Hub Team and effective Service Development and Strategy development function overseen by the Service Development Team. The Programme Management Office was established in 2025, and we are now bringing these teams together into one function to support the delivery of the new Trust Strategy.

This is an exciting time to join the Trust as we progress our improvement journey.
