Lead the future of electric vehicle infrastructure in Lancashire
Salary: £55,612 - £60,147 per annum (2026/2027 pay award pending) Contract: Fixed Term until 31/03/2028 Hours: Full Time (37 hours per week) Location: Hybrid
About the Role
As a ** Programme Manager** within the Environment & Regulatory Service, you’ll lead the delivery of the £10.1m Local Electric Vehicle Infrastructure (LEVI) programme.
This pivotal role sits at the heart of Lancashire County Council’s ambitions to support sustainable transport and economic growth. You’ll oversee strategic planning, delivery, and scaling of EV infrastructure, ensuring alignment with communities, partners, and stakeholders across the county.
Working in a politically sensitive environment, you’ll liaise with:
- Council Members
- Other council services
- Partner agencies
- Stakeholders
- The community
With local government reorganisation underway, your leadership will ensure adaptability, resilience, and alignment with long-term organisational goals.
Key Responsibilities
- Provide strategic leadership for programme management and operational oversight of EV infrastructure projects.
- Operate at a senior level, influencing decision-making and ensuring robust governance, effective planning, and disciplined performance management.
- Lead a skilled and passionate team focused on delivering EV infrastructure across Lancashire.
- Integrate LEVI into broader local government aspirations while navigating political sensitivities and change.

Requirements & Desired Qualifications
We’re seeking a strategic, commercially aware programme leader with a strong track record in:
Essential:
- Significant experience in programme and project management, ideally in:
- Transport
- Infrastructure
- Capital delivery
- Proven ability to deliver large-scale capital programmes against challenging objectives/budgets.
- Experience in contract management and financial oversight within complex environments.
- Strong leadership skills capable of:
- Inspiring teams
- Influencing senior stakeholders
- Experience working in or alongside the public sector, including engagements with elected members and politically sensitive scenarios.
- Excellent partnership skills to:
- Build relationships across organisations and sectors
Desirable:
- Commercial awareness to drive value for money.
- Adaptability to conduct continuous resilience and long-term alignment during support reorganisation initiatives.
