Programme Manager- Finance- £60,000-£70,000- Permanent- Surrey (Hybrid)
About the Role IN2 Consult is partnering with a global, market-leading organisation to recruit a Programme Manager- Finance to support the successful delivery of complex, multi-workstream programmes.
This is a commercially focused, delivery-facing finance role sitting at the heart of programme execution. You will act as a key partner to Programme and Project Managers, helping shape decisions through robust financial insight, forward-looking analysis, and proactive performance management.
Rather than traditional FP&A or transactional project accounting, this role is centred on programme delivery performance, forecasting accuracy, and outcome improvement. You will play a critical role in ensuring programmes remain on track financially, identifying risks and opportunities early, and supporting leadership in delivering strong margins and successful outcomes.
Key Responsibilities Partner closely with Programme and Project Managers to support end-to-end financial performance across multiple live programmes Act as a finance lead within programme governance structures, providing insight that drives delivery decisions Deliver and interpret Earned Value Management (EVM) to assess programme health, progress, and performance trends Own programme forecasting processes, including: Estimates at Completion (EACs) Regular reforecasts and rolling projections Scenario and “what-if” modelling to support decision-making Conduct detailed variance analysis across cost, revenue, and margin, translating findings into clear actions for delivery teams Proactively identify programme risks and opportunities, quantifying financial impact and recommending mitigation or optimisation actions Support programme reviews and steering committees with high-quality financial insight and commentary Analyse project costs, resource plans, and utilisation to ensure alignment with delivery targets and margin expectations Contribute to pricing, bidding, and business case development where required Support compliance and reporting requirements, including SSCR and DefCARS (desirable) Collaborate across Finance, Operations, and Programme Delivery teams to ensure joined-up performance management

Key Requirements This role requires a commercially astute, delivery-focused finance professional who thrives in a programme-driven environment and can influence stakeholders at multiple levels. Essential Experience Proven experience in a Project Finance, Programme Finance, Project Analyst, or similar delivery-focused finance role Strong experience in: Programme/project forecasting and reforecasting Earned Value Management (EVM) Variance, trend, and performance analysis Scenario modelling and financial planning Demonstrable experience partnering with Programme or Project Managers in a delivery environment Strong ability to interpret complex data and translate it into clear, actionable programme insights Advanced Excel skills, including modelling and handling large datasets Desirable Experience Experience in regulated environments (e.g., SSCR / DefCARS) Exposure to defence, engineering, construction, or other complex project/programme-based industries ERP system experience (e.g., Oracle, PeopleSoft or similar) Qualifications Accounting qualification desirable but not essential Strong candidates with equivalent project/programme finance experience will be considered
