Programme Manager (PM: Programme Manager)

  • Working Hours: 37 hours per week (unsocial hours allowances may apply)

Overview & Purpose

This is a management role within a custodial establishment, focused on planning, delivering and overseeing accredited offending behaviour programmes. The position ensures adherence to HMPPS accreditation standards, organisational policies, and the Interventions Integrity Framework (IIF), while promoting offender rehabilitation, compliance, and reducing reoffending.

Key Objectives:

  • Deliver high-quality interventions that align with culinary rehabilitation strategies and prisoner education goals
  • Consult on prison policies, training staff and integrating programmes with broader risk management systems (e.g., MQPL/HMIP frameworks)
  • Maintain accountability for performance metrics, resource allocation, and continuous improvement
  • Act as lead for the AIM team, supporting multidisciplinary oversight of group members’ treatment needs

Responsibilities

Strategic & Operational Management

  • Direct the administration and facilitation teams, ensuring staff training for CPD, intervention planning, and programme supervision.
  • Create and monitor an annual programme delivery plan with measurable milestones, resource allocation, and value for money.
  • Collaborate locally/regionally/nationally with psychology teams, senior leaders (HMPPS), and national testers to drive improvements.

Stakeholder Engagement

  • Attend local national meetings to review initiatives, compliance, and policy updates aligned to HMPPS Rehabilitative Strategy.
  • Maintain open communication with Senior Management Teams and translate Heads of Reducing Reoffending Teams (ROT) policies into actionable protocols.
  • Contribute to Quality Assurance (QA) feedback and action-planning for areas flagged by HMIP, MQPL, or self-assessment reviews, ensuring continuous compliance.

Performance & Accountability

  • Present data-driven insights on programme performance to Senior Leaders and National Teams, reflecting policy objectives.
  • Oversee provision of both accredited and non-accredited programmes, ensuring equitable access.
  • Implement alterations and additional tasks aligned to the IIF framework or HMPPS strategic directives (e.g., integrating offender-focused initiatives).

Team Leadership

Requirements & Experience

  • Essential:

    • Effective organisational skills to meet strategic and operational demands (e.g., delivery under budget constraints)
    • Ability to work within multi-disciplinary settings (justice, welfare, education)
  • Desirable:
    • Prior experience with offending behaviour programmes, HM Prison/Probation Service, or rehabilitative frameworks
    • Understanding of accreditation standards or IIF/Intervention directives

Person Specification (Key Factors)

1. Technical Skills

  • Knowledge of HM Prison policy implementation and provision of offender rehabilitation support.
  • Understanding of quality assurance, data reporting and strategic planning for at-risk populations.
  • Experience assessing programs for effective outcomes measurement.

2. Technical Requirements (Civil Service Mandates)

For Internal Candidates:

  • Promoted to Band 6: Predicate completion of the New Manager Programme within three years of promotion.
  • Re-graded from prior Band 6 role: Waiver applies if credit for approximate equivalence exists.
