The Service Development, Improvement and Delivery Function
The service development, improvement and delivery function supports the Trust to realise its vision to deliver Safe, Personal and Effective care as outlined in the Trust’s Strategy and medium-term plan. The team supports the development of clear plans and their delivery through its improvement practice and programme delivery approach.
Purpose of the Role
The main purpose of this role is to work as a senior member of the Service Development, Improvement and Delivery Team to act as a Programme Manager (Improvement) and lead specialist development, delivery and application of the Improvement Practice at ELHT (Improving Safe, Personal and Effective Care (SPE+)), managing, leading and monitoring progress of major improvement programmes, as part of the Programme Management Office, which will include oversight and delivery of a range of specific improvement projects and which form part of the Trust’s overall Key Delivery and Improvement Priorities and Programme.
Key Responsibilities
- Work with the Associate Director of Improvement Practice Development and Associate Director of Improvement & Delivery to design and develop training programmes to support capacity and capability building of improvement skills across the organisation.
- Lead the planning and organisation of a broad range of complex improvement programmes/initiatives in line with agreed key delivery and improvement priorities and Trust Key Delivery and Improvement Programme.
- Support the teams involved in improvement work in the delivery of the agreed improvements programmes, providing facilitation, support, coaching and/or programme/project management as appropriate.
- Monitor overall progress of relevant improvement programmes, supporting performance improvement or adjustment to plans where required and reporting progress to relevant forums across the organisation and wider Place.
- Utilise a range of research tools and methods to regularly undertake and collate complex audit/analysis relevant to each improvement project/programme in order to determine the current state and from which to enable the identification of improvement opportunities and to re-audit as appropriate to determine whether these have been achieved.
- Utilise highly specialist knowledge of the Improvement Practice (SPE+) to ensure the appropriate use of a range of agreed improvement methods/tools to support successful delivery of improvement projects from initial scoping to completion, in order to achieve the agreed improved outcomes.

The Trust is in a fortunate position with a well-established improvement practice, led by the Improvement Hub Team and effective Service Development and Strategy development function overseen by the Service Development Team. The Programme Management Office was established in 2025 and we are now bringing these teams together into one function to support the delivery of the new Trust Strategy.
