Introduction

We are looking for an experienced Programme Manager to lead TechFwd, Softcat's strategic internal technology transformation programme. You will oversee the governance, coordination and delivery of a complex, multi-workstream programme aligned to strategic objectives and a modern, product-led operating model.

You will bring experience delivering programmes in waterfall environments, alongside a practical understanding of Agile ways of working, enabling you to operate effectively across both approaches.

Working closely with senior stakeholders across Product, Technology, Business Change and the PMO, you will align priorities, manage dependencies, and provide clear reporting on progress, risks and outcomes.

You will also oversee programme governance, financial management, and benefits realisation across multiple projects and workstreams.

As a Programme Manager you will cover the following:

Programme Governance, Delivery & Financial Oversight

  • Provide structured oversight and control across a complex programme to ensure coordinated delivery, financial control and value realisation.
  • Establish and maintain programme‑level plans, roadmaps, governance artefacts and reporting.
  • Coordinate delivery across multiple projects and workstreams, managing interdependencies and sequencing.
  • Own programme‑level governance, ensuring delivery remains aligned to agreed scope, priorities, timelines and funding approvals.
  • Maintain oversight of programme budgets and forecasts, working with Finance and delivery leads to track spend and manage variance.
  • Provide clear, consolidated programme status and financial reporting to senior stakeholders and governance forums.

Risk, Dependency & Change Management

  • Proactively manage complexity and uncertainty across the programme lifecycle.
  • Identify, document and manage programme‑level risks, issues and dependencies.
  • Assess the cost and funding impact of risks, delays and proposed changes across the programme.
  • Ensure change is assessed holistically, with clear understanding of impacts on delivery, cost, timelines and benefits.
  • Support senior stakeholders with clear options, impacts and recommendations to enable effective decision‑

Stakeholder & Senior Leadership Engagement

  • Build alignment, confidence and trust through strong communication and leadership.
  • Act as a primary point of contact for senior business and technology stakeholders for the programme.
  • Facilitate programme‑level governance forums, steering groups, decision points and financial performance.
  • Translate strategic objectives into clear delivery outcomes and priorities.
  • Actively manage stakeholder expectations and resolve conflicts or competing priorities.

Ways of Working & Continuous Improvement

  • Promote effective, consistent delivery practices across the programme.
  • Apply appropriate delivery approaches (Agile, Waterfall or hybrid) at programme scale in line with Softcat frameworks.
  • Promote consistent governance standards, delivery assurance and transparency.
  • Identify systemic delivery challenges and drive continuous improvement across the programme.
  • Coach and support Project Managers and delivery leads as required.

What We Need From You

  • Proven experience leading or coordinating complex IT or business change programmes with budgetary accountability.
  • Strong understanding of programme‑level governance, planning and delivery controls.
  • Excellent communication and stakeholder management skills, including engagement with senior leaders.
  • Experience managing cross‑project risks, dependencies and change at scale.
  • Ability to work confidently across business and technical teams in a fast‑paced environment.
  • A structured, outcome‑focused mindset with strong judgement and decision‑making capability.
