Job Purpose / Overview
SZC Project Controls serves as a centre of excellence, managing and strategically using delivery performance management information. Our team will enable successful delivery of SZC Project through proactive Project Controls that drives forward-looking solutions to continuously improve performance. As the Civil Works Programme Risk Lead, you will be working within the Project Management Office (PMO) and the Delivery Programmes.
The post holder will support the functional ownership for all PMO risk processes within the Civil Works Programme (CWP). This entails:
- Supporting the ownership, deployment, and continuous improvement of all PMO risk process elements of the project
- Ensuring adherence to SZC governance structure, organisation, and delivery model
- Ensuring PMO risk activities within CWP align with established calendars and deadlines
- Driving innovation to support Project Controls activities on SZC being "Digital by Default"
The candidate must:
- Have significant experience in large-scale project environments
- Understand effective risk management practices
- Engage in major programmes or projects to assure outputs from senior risk managers
- Demonstrate experience working in multi-discipline teams and with senior leadership
- Handle multiple, prioritised risk management activities for successful delivery

Principal Accountabilities, Activities and Decisions
- Lead Risk Management activities within CWP
- Lead and provide risk management services within the CWP to align with PMO processes
- Manage a small team of Risk Managers
- Collaborate with the Alliance Team on their Risk Management obligations
- Support the Head of Delivery Risk with project-wide risk activities, including:
- EAC updates
- ERR preparation
- Integrated-QRA development
- Produce progress reporting for the CWP, including:
- Monthly risk dashboard updates
- Forecast to complete
- Variance identification
- Delivery process insights
- Opportunities for improvement
- Champion SZC as an exemplar in risk management through:
- Knowledge sharing
- Networking
- Delivering presentations to the sector

- Engagement across the entire delivery lifecycle, supply chain, and networks of professionals
- Ability to:
- Extract valuable and relevant insights from risk/project controls/delivery processes
- Explain insights to all levels and audiences
- Well-developed facilitation skills, including:
- Independent facilitation of complex/important workshops
- Strong technical skills, including:
- Delivery of large/complex QRAs, such as:
- Cost QRAs
- Schedule QRAs
- Integrated QRAs
- Enterprise risk management expertise
- Delivery of large/complex QRAs, such as:
- Strong integration capability to support various project controls, project delivery, and business support processes (e.g. Finance)
- Strong mitigation-related skills with foundational:
- Project and programme management experience
- Broader project management experience
- In-depth sector-specific expertise:
- Understanding of project and construction processes (how they drive risk exposure)
- Broad range of mitigation solutions
- Broad experience in:
- Client, contractor, consultancy, and government roles
- Major projects and corporate engagements

Desirable
- Solid project management and project controls experience
- Active membership of organisations such as:
- IRM
- PMI
- APM (or similar associations) with relevant certifications
- Experience in a Project Controls Functions, covering:
- Cost control
- Estimating
- Scheduling
- Change management
- Risk management
- Collaborative experience with:
- Independent Technical Assessors
- Project Representatives/auditors (independent but embedded assurance teams)
- Relevant technical or capital-intensive sector management qualifications
