Programme Support Officer (Fixed Term) – Connect to Work & WorkWell Programmes
Salary: £34,660 per annum (36-hour working week, hybrid) Contract: Fixed term until March 2029 (extendable subject to funding)
Surrey County Council is seeking a passionate Programme Support Officer to help deliver life-changing employment support programmes for Surrey residents, embedding within the fast-growing Economy and Growth team.
The Opportunity
You’ll be critical in shaping and delivering:
- Connect to Work – Surrey’s existing supported employment initiative
- WorkWell – An upcoming innovation backed by the DWP and NHS
- STEP Surrey – Our resident portal, a central platform for enrolling, tracking, and connecting residents with tailored support
This hybrid role balances telematic working with at least one in-person day per week at Woodhatch Place, Reigate (Tuesdays typically). Travel may be required across Surrey and beyond.
Your Core Responsibilities

Admissions & Referrals Coordinating
- Act as the front door for referrals into programmes and services
- Perform triage, initial assessment, and signposting to align residents with the most impactful support
- Ensure efficient data entry and compliance with contract requirements

CRM & Participant System Management
- Master a bespoke Customer Relationship Management (CRM) system, keeping records up-to-date
- Operate Provider Referrals and Payments (PRaP) system for DWP
- Monitor the participant journey, flagging gaps or escalations

Cross-Team Collaboration
- Liaise with Supported Employment Services Manager to align offer and outcomes
- Work with internal teams and external partners (e.g., employment agencies) to facilitate resident progress

- Reporting & Admin Support
- Generate and produce reports, programme documentation, and audit materials
- Assist with financial processes, including invoices and POs
- Contribute to staff onboarding and stakeholder engagement

The Economy and Growth function (60+ staff) drives £50 billion of annual regional economic value, supporting Surrey’s 1.2 million residents and 110,000 businesses. This initiative builds on strategic partners such as Amazon, McLaren and Samsung.
Programmes are delivered as part of government’s “Get Britain Working” agenda, aimed at filling skills gaps, improving resilience, and fostering local growth.
About You
To thrive in this role, you’ll need:
- Technical & Organizational Skills
- Proven experience with CRM systems and collaborative databases
- Adept at analysing/presenting data to inform decisions
- Customer & Resident Engagement
- Strong communication skills, with the ability to triagorelckc complex enquiries
- Attention to Detail
- Experience in admin, finance support, monitoring compliance, and maintaining accuracy
- Enthusiasm for Impact
- A commitment to driving tangible outcomes for disadvantaged populations

The Application Process

1. CRM & DataSkills
Describe how you maintain records, referrals, and utilising tools like PRaP while emphasising **accuracy, security, and responsiveness’.
2. Administrative Support
Outline tasks such as:
- Producing reports/statistics
- Managing audits and compliance paperwork
- Booking diaries and coordinating partners
3. Employment Support Experience
Highlight roles where you’ve facilitated resident outcomes by:
- Guiding transitions between providers
- Managing supplier relationships
