Programming & Planning Support Specialist
Location: RAF Mildenhall, Suffolk (Site Based)
Salary: Starting from £55,000 per annum (dependent upon qualifications, experience and security clearance)

We are seeking a highly organised and analytical Programming & Planning Support Specialist to support United States Air Force infrastructure programmes based at RAF Mildenhall. This role plays a vital part in programme planning, reporting and controls, ensuring projects are effectively coordinated and delivered in accordance with client requirements.
The Role
The Programming & Planning Support Specialist is a key member of the contract management team responsible for the preparation, coordination and maintenance of all planning and programming documentation required under the Performance Work Statement (PWS). The role ensures infrastructure projects are accurately programmed, documented and tracked throughout their lifecycle while supporting Government planning processes and reporting requirements.
A primary responsibility of the position is the preparation, management and maintenance of DD Form 1391 military construction documentation, ensuring projects progress through planning, approval and execution in accordance with United States Air Force (USAF), Department of Defense (DoD) and contract requirements.
Key Responsibilities
- Prepare, develop and maintain DD Form 1391 documentation for military construction projects.
- Coordinate project programming documentation throughout planning, approval and execution phases.
- Develop and maintain integrated project schedules using recognised planning software.
- Produce short, medium and long-range programme schedules supporting contract delivery.
- Coordinate project planning activities with Government stakeholders, engineers, project managers and contractors.
- Monitor project milestones, deliverables and critical path activities.
- Maintain planning databases and programme documentation.
- Support annual and multi-year capital works programming activities.
- Prepare planning reports, schedule updates and programme status reports.
- Analyse schedule performance and identify programme risks.
- Recommend mitigation strategies to minimise programme delays.
- Support change management activities affecting project schedules.
- Ensure all programming documentation complies with PWS requirements and applicable DoD guidance.
- Coordinate planning meetings and maintain associated documentation.
- Support budget planning and programming activities where linked to infrastructure projects.
- Assist in development of planning metrics and Key Performance Indicators (KPIs).
- Maintain configuration control of programme documentation.
- Liaise with engineering, contracting and financial personnel to ensure programme alignment.
- Support audits and Government inspections relating to programme documentation.

About You
You will have experience supporting planning, scheduling or programme controls within engineering, infrastructure, construction or defence environments and possess excellent organisational and analytical skills.
Essential
- Experience supporting programme planning, scheduling or project controls.
- Strong understanding of programme management principles and project lifecycles.
- Experience producing programme reports and management information.
- Advanced Microsoft Excel skills and proficiency with Microsoft Office applications.
- Excellent analytical, organisational and problem-solving abilities.
- Strong communication and stakeholder management skills.
- Ability to manage multiple priorities in a fast-paced environment.

Desirable
- Experience supporting defence, engineering or infrastructure programmes.
- Knowledge of United States Air Force or US Department of Defense (DoD) programme environments.
- Experience using Primavera P6, Microsoft Project or equivalent planning software.
- Understanding of programme controls, earned value management and performance reporting.
- Experience supporting risk, issue, change and dependency management.
- Familiarity with NEC contracts and major construction programmes.
- Experience developing dashboards using Microsoft Power BI or similar reporting tools.
- Existing BPSS, Security Check (SC) or higher security clearance, or the ability to obtain the appropriate clearance.

Security Requirements
This position is subject to successful pre-employment screening and will require the successful candidate to obtain and maintain the appropriate security clearance, which may include BPSS, Security Check (SC) and client-specific security requirements.
