Job posting location: Riyadh, Saudi Arabia

Position Objective: Lead and oversee project controls across a large-scale Traffic Management and Advanced Traffic Violation Management Program, ensuring effective planning, scheduling, cost management, governance, and performance monitoring.

Establish robust project controls frameworks that enable successful delivery through accurate reporting, proactive risk management, and informed executive decision-making while ensuring compliance with contractual obligations and organizational governance standards.

Job Description & Key Responsibilities: Project Controls & Governance

  • Lead all project controls activities including planning, scheduling, cost control, risk management, change control, and performance monitoring.
  • Develop and implement project controls frameworks, governance processes, reporting standards, and control procedures across multiple workstreams.
  • Establish and maintain integrated master schedules, project baselines, milestones, and project performance metrics.
  • Ensure project controls processes comply with organizational governance, contractual obligations, and project delivery standards.

Planning & Performance Monitoring

  • Monitor project performance against approved scope, schedule, budget, quality, and contractual milestones.
  • Analyze schedule and cost variances, identify delivery risks, and recommend corrective actions.
  • Track project progress across multiple workstreams and ensure alignment with overall program objectives.
  • Support forecasting, trend analysis, and performance measurement throughout the project lifecycle.

Cost & Commercial Controls

  • Prepare and maintain project budgets, cost reports, cash flow forecasts, and financial performance reports.
  • Monitor project expenditure against approved budgets and forecast final project costs.
  • Support contract administration, variation management, claims assessment, and commercial reporting.
  • Monitor contractor and vendor performance against contractual deliverables and agreed milestones.

Risk, Change & Controls

  • Develop and maintain RAID (Risks, Assumptions, Issues, and Dependencies) Registers.
  • Manage project change requests, impact assessments, and baseline revisions.
  • Coordinate risk identification workshops and monitor mitigation plans.
  • Ensure project documentation, change logs, and control records remain accurate and up to date.

Reporting & Executive Support

  • Prepare executive dashboards, KPI reports, earned value reports, schedule performance analysis, and governance presentations.
  • Produce weekly and monthly project controls reports for senior leadership and governance committees.
  • Support executive decision-making through accurate project performance reporting and data analysis.
  • Maintain project control documentation, audit records, and compliance reporting.

Stakeholder & Project Coordination

  • Coordinate with project managers, engineering teams, commercial teams, consultants, contractors, and client representatives to ensure alignment across project controls activities.
  • Support project reviews, governance meetings, audits, and stage-gate approvals.
  • Drive continuous improvement in project controls processes, reporting methodologies, and governance practices.

Qualifications & Experience:

  • Bachelor's degree in Engineering, Civil Engineering, Transportation Engineering, Construction Management, Project Management, Quantity Surveying, Business Administration, or a related discipline.
  • Minimum 8+ years of experience in Project Controls, Planning, Scheduling, Cost Control, or Commercial Management.
  • Proven experience supporting large-scale Traffic Management, Transportation, Infrastructure, Intelligent Transportation Systems (ITS), Smart Mobility, or Government Infrastructure programs.
  • Strong experience in integrated planning, project scheduling, cost management, forecasting, project reporting, and governance.
  • Demonstrated experience managing contractor performance, project controls, commercial reporting, risk management, and change control.
  • Experience working within multidisciplinary project environments involving engineering consultants, contractors, technology vendors, and government stakeholders.
