Project Controls Manager – Baku, Azerbaijan (6/2 Rotational Basis)
Location: Baku, Azerbaijan Contract: Full-time, rotational (6-month shifts, 2-month breaks) Perks: Travel, visas, and accommodation provided
About the Role
PD&MS Group is seeking an experienced Project Controls Manager to lead our Project Controls Department in Baku, Azerbaijan, responsible for managing a large team across all client contracts in the Caspian region. This role involves overseeing a diverse portfolio of projects, including Flowline, non-Flowline, and drilling-based modifications.
The ideal candidate should have:
- **Previous experience working for both Operator and EPC contractors on a project controls level.
- Considerable expertise in cost, planning, and document control, including leading/managing relevant teams.
Key Responsibilities
As the Project Controls Manager, you will:
- Supervise and lead Document Control, Estimating, Cost, Change Management, and Planning disciplines.
- Act as the central functional leader and senior subject matter expert in project controls.
- Identify, mitigate, manage, and control risks by monitoring risk factors, implementing responses, and initiating changes as needed.
- Develop, implement, and maintain processes, procedures, and guidance related to project controls.
- Apply project controls best practices and lessons learned from previous projects.
- Ensure alignment of Document Control, Estimating, Cost, Change Management, and Planning activities with broader project objectives.
- Serve as the company interface for planning, resource planning, and budgeting.
- Review schedule reports for accuracy, devising mitigation plans where necessary.
- Generate key performance metrics to track progress and trends.
- Lead project controls efforts, ensuring adherence to best practice standards (e.g., risk assessment, reliability, and failure prevention in safety-critical systems).
- Promote PD&MS Group’s values through actions and servant leadership.
- Conduct direct report performance reviews within required timelines.

Requirements
Experience and Competencies
- Degree in a relevant engineering, business, or allied discipline.
- Significant experience in:
- Project Planning & Execution
- Scheduling
- Project Control
- Cost Management
- In-depth knowledge of oil & gas industry codes and standards.
- Understanding of engineering discipline interfaces (e.g., civil, mechanical, electrical).
- Expertise in Business Systems and Process Implementation.
- Fluency in Planning Software (e.g., MS Project, Primavera P6, Oracle PM).
- Proven track record in a similar managerial role.
- Experience in managing and developing teams.
- Competency in MS Office Suite (Excel, Word, PowerPoint).
- Advanced written and spoken English.
