About the Role
Job Summary
This Deputy Director (Project Director) role will oversee the implementation of the new risk and audit tool across HM Revenue and Customs (HMRC).
This critical position requires a leader with:
- Strong risk management and internal audit expertise to shape the implementation and deliver a practical, value-add tool
- A proven track record of leading change successfully and aligning stakeholder inputs
- Responsibility for unifying risk and internal audit workstreams into a single, integrated project
The role reports directly to the Chief Risk Officer and Group Financial Controller in Chief Financial Officer Group and collaborates closely with the Director of Internal Audit.
The project has a fixed duration of 2 years, with the expectation that the successful candidate will subsequently redeploy to an alternative SCS1 role within the CFO team.
Role Responsibilities
Overall Leadership
- Provide strong project leadership to ensure the successful implementation of the new audit and risk tool
- Collaborate with teams driving wider risk and assurance improvements to align new tooling with broader initiatives
- Engage the business community to successfully land the new tools and working practices
- Champion adoption of new capabilities within the risk and audit community
- Actively participate in the senior leadership team of the Chief Risk Officer and Group Financial Controller
Management of People & Stakeholders
- Lead a small central team, managing and motivating them to achieve project objectives
- Influence and engage diverse stakeholders across HMRC to drive business readiness
- Direct stakeholder-led activities to ensure smooth project transitions

Person Specification
Essential Requirements
- Substantial risk management experience, ideally in a risk advisory function
- Substantial Internal Audit experience, preferable within an internal audit role
- Proven experience of leading change or implementing new ways of working
- A relevant professional qualification, including:
- ERM Certificate in Enterprise Risk Management
- ** Qualified accountant** (ACCA, ICAEW, CIMA, CIPFA)
- Qualified Internal Auditor (CIA)
Desirable Attributes
- Understanding of HMRC’s risk environment or experience in another government department or large organisation
- Familiarity with HMRC’s core tax revenue operations
Benefits
- Salary: £81,000
