About the Role
Job summary
This Deputy Director role (formally Project Director for the risk and audit tooling project) will lead the implementation of the new risk and audit tool across HMRC.
In addition to experience of leading change successfully, the role requires a candidate with strong risk management and internal audit experience to help shape the implementation and deliver a practical tool that adds value and enables HMRC to benefit from future innovation in this area.
The role holder will be responsible for leading all aspects of the project, bringing together risk and internal audit workstreams under a single integrated approach.
The role reports directly to the Chief Risk Officer and Group Financial Controller in Chief Financial Officer Group within HMRC, working closely alongside the Director of Internal Audit.
The project has a two-year duration, after which redeployment to an alternative SCS1 role within the CFO Group is expected.
Job Description
Role Responsibilities
- Provide strong project leadership to ensure the successful implementation of the new audit and risk tool
- Collaborate closely with teams leading wider risk and assurance improvements to align the new tooling’s approaches appropriately
- Engage with the entire organisation to successfully land the new tooling and processes
- Lead adoption of enabling capabilities within the risk and audit community
- Actively contribute to and engage with the senior leadership team of the Chief Risk Officer and Group Financial Controller

Management of People
- Lead a small, dedicated central team
- Responsible for leading, managing and motivating the team to achieve project objectives
- Must be experienced in influencing and engaging with diverse stakeholders across HMRC
- Direct business readiness activities through key stakeholders
Person Specification
Essential Criteria
- Substantial risk management experience, preferably gained within a risk advisory function
- Substantial internal audit experience, ideally in an internal audit function
- Practical experience of leading change or implementing new ways of working
- A relevant qualification from one of the following:
- ERM Certificate in Enterprise Risk Management
- Qualified accountant (e.g., ACCA, ICEAW, CIMA, CIPFA)
- Qualified Internal Auditor (CIA)
Desirable
- Understanding of the HMRC risk environment, or equivalent experience in government departments/organisations of similar scale
- Familiarity with HMRC’s core business activities, particularly concerning tax collection and compliance frameworks
Benefits
- Salary: £81,000 per annum
- Civil Service pension contribution: £23,465 annually (pension benefits incurred under the Defined Benefit Pension scheme)
