About The Job
Job Summary
This Deputy Director role (Project Director for the risk and audit tooling project) will lead the implementation of the new risk and audit tool across HMRC.
In addition to experience of leading change successfully, the role requires a candidate with strong risk management and internal audit experience to enable them to help shape the implementation, ensuring a practical tool that adds value and enables HMRC to benefit from future innovation in this area.
Key Responsibilities
- The role holder will be responsible for leading all aspects of the project, bringing together the risk and internal audit workstreams under one unified effort.
- Reports directly to the Chief Risk Officer and Group Financial Controller, in collaboration with the Director of Internal Audit and the broader leadership team in the Chief Financial Officer Group.
- The project duration is expected to conclude within two years, with the possibility of redeployment to an alternative SCS1 role within the CFO thereafter.
Role Description
** Role Responsibilities**
- Provide strong project leadership to ensure the successful implementation of the new audit and risk tool.
- Work closely with teams leading the wider risk and assurance improvement work, aligning the new tooling with those processes.
- Engage with the wider business community to successfully land the tooling and new ways of working.
- Lead adoption of the new risk and audit capabilities within the relevant community.
- Actively engage as a member of the wider senior leadership team, contributing to the Chief Risk Officer and the Group Financial Controller.

Management of People
- Lead a small dedicated central team by managing, motivating, and influencing them to achieve the project objectives.
- Required to engage with a diverse set of stakeholders across the organisation and direct business readiness activities through interaction with these stakeholders.
Person Specification
Essential Requirements
- Substantial experience in risk management, preferably within a risk advisory function.
- Substantial experience in internal audit, preferably within an internal audit function.
- Practical experience in leading change programs or implementing new ways of working.
- Relevant qualification from:
- ERM Certification in Enterprise Risk Management, or
- Qualified Accountant (e.g., ACCA, ICEAW, CIMA, CIPFA), or
- Qualified Internal Auditor (CIA).
Desirable Requirements
- Experience or understanding of the risk environment within HMRC or another national department of similar size.
- A familiarity with HMRC’s core business activities in collecting tax.
