About The Role
Job Summary
This Deputy Director role (Project Director for the risk and audit tooling project) will lead the implementation of the new risk and audit tool across HMRC.
In addition to experience of leading change successfully, the role requires a candidate with strong risk management and internal audit experience to help shape the implementation and deliver a practical tool that adds value, enabling HMRC to benefit from future innovation in the area.
The role holder will oversee all aspects of the project, unifying risk and internal audit workstreams into a single project. Direct reporting lines include the Chief Risk Officer and Group Financial Controller (based in the Chief Financial Officer Group), with close collaboration required with the Director of Internal Audit.
The project duration is expected to conclude within 2 years, after which the post holder will redeploy to an alternative SCS1 role within CFO.
Job Description
Role Responsibilities
- Provide strong project leadership to ensure the successful implementation of the new audit and risk tool.
- Work closely with teams leading wider risk and assurance improvement work, aligning ways of working for new tooling.
- Engage with the wider business community to successfully land the new tooling and its accompanying processes.
- Lead adoption of the new capabilities among the risk and audit community, ensuring broad take-up.
- Actively participate and contribute as part of the wider senior leadership team, alongside the Chief Risk Officer and Group Financial Controller.
Management of People
- Lead a small, central team dedicated to the project, directing them to meet objectives.
- Influence and engage with a diverse and broad stakeholder base across HMRC.
- Oversee business readiness activities to ensure seamless implementation.

Person Specification
Essential Requirements
- Substantial experience in risk management, preferably within a risk advisory function.
- Substantial internal audit experience, preferably in an internal audit function.
- Practical experience leading change or implementing new work processes.
- One of the following relevant qualifications:
- ERM Certificate in Enterprise Risk Management
- Quailified accountancy certification (ACCA, ICEAW, CIMA, CIPFA)
- Qualified Internal Auditor (CIA)
Desirable
- Understanding of the risk environment within HMRC or a similar public/private governmental organisation.
- Familiarity with HMRC’s core business activities, specifically tax collection.
Benefits
- Annual Salary: £81,000, along with an HMRC contribution of £23,465 to the Civil Service Defined Benefit Pension Scheme.

Assignment

Security Clearance
- Mandatory requirements:
- Criminal record check applied.
- A security-level requirement of Counter-Terrorism Check is vital for appointment.

This role is available to:
- UK nationals,
- Republic of Ireland nationals,
- Commonwealth nationals with UK work rights,
- EU/Swiss/EEA nationals (and their family members) if holding pre-settled/settled status under EUSS,
- Applicants with indefinite UK leave or those eligible to apply for EUSS by 31 December 2020,
- Turkish nationals (or eligible family members) with UK civil service work rights.
