Project Engineering Manager
Engineering Project Manager (Capital Works) – Cubic Transportation Systems
About the Role
The Engineering Project Manager (Capital Works) is responsible for the efficient and effective delivery of Engineering and Civils projects, ensuring contractual obligations are met while maintaining strong customer relationships. Working closely with the Capital Works Capacity Planning Manager, this role involves project forecasting, resource management, and the fingertips coordination of a projects portfolio.
The position sits within the Projects team, reporting to the Program Manager. The key areas of responsibility include:
- Managing projects from concept through to completion
- Ensuring delivery on time, on budget, and to specification
- Supporting the broader Capital Works team as required
Key Responsibilities
Project Delivery & Governance
- Management of Engineering and Civils project works, from initial concept to final completion
- Ensuring projects meet technical specifications, contractual obligations, and project timelines
- Monitoring and managing contract changes and risks, providing early warnings and regular updates
Financial & Commercial Management
- Preparation and submission of project progress & financial reports for internal and external stakeholders
- Issuance of interim certificates to customers and processing of supplier/contractor invoices in line with Cubic’s procedures
- Development of quotations and variations, ensuring scope is accurately defined, governances adhered to, and commercial viability verified
Stakeholder & Contractor Engagement
- Liaison with internal/external Project Managers to develop and update engineering and civils works programmes
- Collaboration with clients and their agents on road space agreements, traffic management plans, permits, and safety requirements
- Conducting frequent safety tours in compliance with site safety protocols
- Negotiating with internal/external stakeholders to secure resources, manage plans, and address planning requirements

Operational Accountability
- Ensuring timely working visits and compliance checks against factory, local/on-site acceptance testing
- Successful collation and adherence to Construction Design & Management (CDM) regulations (including H&S file compliance)
- Submission and approval of documented reviews, including technical, financial, and commercial assessments
- Timely invoicing and billing, ensuring accurate Value of Work Done (VOWD) reporting
- Raising Purchase Orders for suppliers/subcontractors prior to works commencement
Programme Oversight & Key Meetings
Client & Finance Meetings:
- Periodic contractual reviews for agreed project streams
- Finance milestone discussions during project progress and funding reviews
- Individual project-specific meetings tailored to client requirements
Team & Supplier Coordination:
- Regular internal finance meetings aligned to project reporting
- Internal project reviews (as requested by leadership)
- Project workshops (on-demand) for coordination and problem-solving
- Quotation reviews and supplier negotiations using defined decision frameworks
Meetings Attendance Schedule
- Clients: Scheduled and ad-hoc reviews (traffic, financial, progress)
- Internal Finance & Project Managers: Monthly/as-needed status updates
- External Stakeholders/Suppliers: Permit coordination, site logistics, and contract restructuring requests
- Safety & Compliance: Mandatory site safety tours
Essential Job Requirements
Qualifications & Licences
- Formal HNC/higher qualification in an Engineering discipline, or equivalent experience managing similar high-value contracts
- Proven expertise in management of contracts, Engineers, and multi-project portfolios
- Full and valid driving licence (critical for site visits)
- Desireable but not mandatory: Experience with Traffic Signal Infrastructure (HS 2/2 Phase 2B) and alignment with HM TransportNetwork guidelines
Client & Project Skills
- Mastery of MS Office suite (Excel, Word, Project/Primavera, etc.) for timetable planning and reporting
- Skilled in forecasting, Gantt charts, and resource allocation based on historical and real-time project data
- Proficient in handling VOWD/organising invoices, ensuring their accuracy and submission to contracting entities

- Prince 2, MSP, or PMBOK certification (best practice in project leadership)

- IT proficiency, with advanced training in project management tools (e.g., Excel Power features)
- Registers ability to problem-solve and align technical precision with strategic customer needs
- Openness to learning and continuous improvement
Additional deskwork: ensuring full adherence to Cubic’s values, Quality, Security and Safety policies, and Contract Compliance.
Desirable Experience
- Additional resource planning beyond resource estimating using Microsoft Office Automation Tools
- Familiarity with PDU-based / Progress Clause Contracts used in Design & Civil Works Milestone funding
- Delegated authorities for negotiating with Target Clients (e.g., London Transport) on permits and project delivery variance
