Project Manager – Finance Projects Team
Location: Hybrid (regional attendance at City Hall, Leicester)
Package:
- Base Salary: GBP £42,839 – GBP £46,142 per year
- Total Benefits Package (including pension & holiday): GBP £62,918.92 annually
- Contract: Full-time (37 hours per week), permanent
About the Role
We are seeking an experienced and motivated Project Manager to lead a range of business, operational, and systems change initiatives within Corporate Finance. This mainstream post will play a pivotal role in driving transformation projects, finance system upgrades, and operational service redesigns to support Leicester City Council’s key priorities.
As Project Manager, you’ll provide operational leadership within the Finance Projects Team, managing a team of resources while overseeing end-to-end project delivery across complex initiatives. Within this small, high-performing group, you’ll collaborate with a broad range of stakeholders to:
- Identify opportunities for financial and service efficiency improvements.
- Develop business cases, options appraisals, and requirements documentation.
- Ensure projects deliver t Tangible benefits, risk mitigation, and measurable business impact.
Flexibility is a core principle of this role, offering a hybrid working model (office at City Hall + remote work) alongside a proactive approach to work-life balance. The team operates with an inclusive culture that emphasises self-drive, collaboration, and continuous improvement.
Key Responsibilities
- Portfolio Leadership – Manage a diverse range of portfolio projects, including:
- Finance systems implementations, upgrades, and recognitions.
- Business and operational transformation.
- Stakeholder Collaboration – Partner closely with:
- Senior management to align projects with Council priorities.
- Service teams and suppliers to facilitate requirements gathering.
- Project Lifecycle Ownership – Develop, plan, execute, and close activities, including:
- Defining project scope, schedules, governance, and reporting.
- Conducting workshops and options appraisals.
- Change Management – Support teams through transformation, addressing concerns and maximising adoption.
- Cross-functional Improvement – Strengthen project management practices within the Finance team, either through tools, methodologies, or team upskilling.
- Process Handover – Ensure projects meet time, cost and quality targets, supervised by finance systems but focused on operational impact.

Key Requirements
To apply successfully, you will need:
- Proven Project Management Experience – Track record of successfully delivering complex, high-value projects in a public sector or finance environment.
- People Leadership – Experience leading, developing, and motivating project teams.
- Business Case Development – Ability to build compelling options appraisals and requirements documentation.
- Stakeholder Engagement – Exceptional presentational and communication skills for engaging boards and executive groups.
- Analytical & Strategic Thinking – Quick to articulate cost-benefit analyses while balancing flexibility under pressure.
- Technical Familiarities (beneficial but not essential):
- ERP systems (e.g., Finacle, Lumino, or similar financial software).
- Local Government process knowledge (e.g., tendering, public service frameworks).

Essential Qualifications:
- Certification in project management (e.g., PRINCE2, Agile) OR several years of equivalent practical experience.
- Proficiency in Microsoft Office Suite + digital collaboration platforms (e.g., Teams, SharePoint).
Preferred Experience:
- Known the intricacies of finance system implementations (e.g., module upgrade, migration, or reconciliation).
- Exposure to public sector change initiatives, E-tech, or citizen-facing services.
