ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.
The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Summary
The Project Manager is responsible for supporting the planning, execution, and delivery of transformation initiatives across the Agency. Operating within the IT and Transformation team, the role ensures projects are delivered on time, within scope and budget, and aligned to strategic priorities.

Reporting to the Senior Manager – Transformation, the Project Manager role acts as the central point of coordination across business, IT, and third-party partners, ensuring strong governance, stakeholder alignment, and effective delivery of business outcomes.
Key Responsibilities:
- Support the Process Manager with the Definition of project scope, objectives, and delivery plans aligned to business priorities.
- Manage project delivery, resources, timelines, milestones, risks, issues, dependencies, and change controls.
- Ensure compliance with governance frameworks, stage gates, and reporting requirements.
- Maintain project documentation, including plans, RAID logs, status reports, and decision logs.
- Coordinate cross-functional teams, vendors, and stakeholders to deliver project outcomes.
- Drive stakeholder alignment, communications, and governance updates, escalating issues as required.
- Support business readiness through training, communications, change activities, and adoption planning.
- Oversee transition to operations and embed sustainable ways of working.
- Monitor delivery of projects against KPIs, milestones, and business outcomes.
- Provide accurate reporting, insights, and portfolio updates to support decision-making and transparency.

Requirements:
- 3-5 years’ experience in project management, ideally within transformation or change environments
- Proven track record of delivering business or technology change initiatives
- Experience working in structured delivery environments (PMO / governance frameworks)
- Relevant certification (e.g. PRINCE2, PMP, Agile) desirable
- Experience in public sector or regulated environments an advantage
- Exposure to digital / IT transformation programmes

- Delivery Focus: Strong planning, organisation, and execution capability
- Governance & Control: Experience managing projects within structured control environments
- Stakeholder Management: Strong communication skills with the ability to engage and support stakeholders at different levels
- Communication: Clear, concise reporting and presentation skills
- Problem Solving: Proactive approach to managing risks and resolving issues
- Collaboration: Works effectively across Business, IT, and third parties
