We have an exciting opportunity for an experienced Project Manager to join our growing Retrofit team, delivering large-scale social housing planned maintenance and decarbonisation programmes across the Oxford and Swindon region.
The successful candidate will lead the delivery of retrofit projects, including measures such as external wall insulation (EWI), internal wall insulation (IWI), air source heat pumps (ASHP), solar PV, window and door replacements, ventilation upgrades, and other energy efficiency improvements. You will be responsible for ensuring projects are delivered safely, on time, within budget, and to the highest quality standards whilst maintaining an excellent customer experience.
This role requires a strong background in social housing planned works and retrofit delivery, with a thorough understanding of PAS 2030/2035 compliance and SHDF-funded programmes.
Key Responsibilities
- Manage the end-to-end delivery of social housing retrofit and planned maintenance projects.
- Lead site-based teams, subcontractors, Resident Liaison Officers, and supply chain partners.
- Ensure projects are delivered in line with programme, budget, quality, and customer satisfaction targets.
- Oversee compliance with PAS 2030/2035 requirements and retrofit standards.
- Monitor project performance, identifying risks and implementing mitigation strategies.
- Manage project financials, including forecasting, cost control, valuations, and reporting.
- Ensure robust health, safety, environmental, and quality management across all projects.
- Build and maintain strong relationships with clients, consultants, local authorities, and residents.
- Drive continuous improvement and ensure lessons learned are captured and implemented.
- Produce regular progress reports and present updates to senior stakeholders.
- Ensure all project documentation is completed accurately and maintained throughout the project lifecycle.

Essential Experience & Qualifications
Experience
- Proven experience as a Project Manager within social housing planned works.
- Strong track record of delivering retrofit, decarbonisation, or SHDF-funded programmes.
- Experience managing multiple workstreams and large budgets simultaneously.
- Knowledge of social housing contracts and resident-focused service delivery.
- Experience managing subcontractors and direct labour teams.
- Strong stakeholder management and client-facing skills.

Technical Knowledge
- Good understanding of:
- PAS 2030/2035
- SHDF (Social Housing Decarbonisation Fund) programmes
- Retrofit delivery methodologies
- EWI, IWI, ASHP, Solar PV, ventilation systems and fabric-first improvements
- Building regulations and compliance standards
Qualifications
- SMSTS
- CSCS Card
- First Aid at Work
- Full UK Driving Licence
- Relevant construction qualification (HNC/HND, NVQ, Degree or equivalent)
