Job Description: Project Manager (Managed Service Provider Framework) – United Utilities Partnership
About the Role
United Utilities have awarded Costain a new Managed Service Provider (MSP) framework contract for the overall management and delivery of water and wastewater asset maintenance, encompassing:
- 96 water treatment sites
- 575 wastewater treatment sites Serving over six million people in the North West of England.
The Project Manager will lead planned and reactive project delivery across the UU region, fostering key relationships with UU operational teams, supply chain partners, and promoting a collaborative working environment. The role requires water project experience, with responsibility for a portfolio of smaller-scale projects.
A hybrid role, primarily based at Aviator Way, Manchester, with occasional office duties at Warrington, site visits in North-West England, and flexible homeworking for designated tasks.

Responsibilities

Leadership & Team Management
- Direct multidisciplinary project teams
- Drive performance and development within the team

Project Delivery Excellence
- Whole-life oversight of maintenance projects through design, procurement, assembly, commissioning, and handover
- Ensure compliance with the framework management plan for supply chain partners

Safety & Culture
- Lead efforts to foster a "Zero Lost Time Incidents" (LTI) and RIDDOR-free work environment

Commercial & Strategic Focus
- Provide polished challenge on project scope and optimise delivery strategies
- Ensure efficient cost, time, and resource management

Stakeholder Engagement
- Maintain strategic and operational collaboration with United Utilities and MSP stakeholders
- Support teams in understanding potential impacts and benefits of projects

- Risk & Reporting
- Consistently report project/service performance to MSP systems
- Identify and mitigate risks early in the project lifecycle
Key Requirements
Experience & Skills
-
Water sector or civil/MEICA project management experience (preferred)

Proven track record delivering complex project programmes

Knowledge of construction contract law (e.g., NEC, JCT) gained through experience or formal training

Expertise in building relationships with clients, supply chain partners, and internal teams

Technical competencies:
- Proficiency in MS Office, Primavera software, and document control systems

Soft Skills:
- Strong communication, negotiation, and interpersonal abilities
Qualifications
- HNC/HND or degree in a relevant engineering discipline
- SMSTS or IOSH Managing Safely certification
- Valid CSCS card
- Full UK driving licence
