Project Manager – Housing IT Transformation
Rate: £475/day (Umbrella)
IR35: Inside
Location: Hybrid, with occasional travel to Bristol as required
Working on an established IT programme alongside a largely internally resourced team of programme manager, project managers, and business analysts.
We are seeking a Project Manager to lead projects within the Housing IT Transformation programme to decommission multiple legacy housing systems and ensure compliant retention of historical data.
You’ll lead the identification, assessment, and secure archiving of data across systems including Civica CX, Abritas, and Keystone, ensuring continued compliance and access ahead of the 31 October 2026 contract deadline.

This role involves working with IT, Data Owners, Legal, and suppliers to deliver a robust data retention and access solution, manage risks, and ensure no loss of critical or regulated information.
Key Skills & Experience (Essential)
- Proven experience delivering data migration, archiving, or system decommissioning projects
- Strong understanding of data governance, GDPR, and retention policies
- Experience managing complex stakeholder environments (IT, Legal, operational teams, suppliers)
- Ability to identify and mitigate compliance, data loss, and delivery risks
- Experience working to fixed deadlines and external dependencies
- Strong planning, governance, and delivery management skills

Desirable
- Experience in housing, public sector, or regulated environments
- Knowledge of Civica systems, NEC, or similar platforms
- Familiarity with data discovery and cataloguing approaches
