Senior Project Manager (Hold Point Manager)
About the Role
Sizewell C is advancing into a pivotal stage of development as an independent organisation, constructing one of the UK’s largest and most critical energy projects. We are seeking an experienced, delivery-focused Senior Project Manager with expertise in large-scale infrastructure, engineering, or complex construction environments.
Project Manager – Hold Point Manager
- Location: London (with occasional travel to Ipswich/Bristol/Site)
- Contract: Permanent, full-time
- Closing Date: Friday, 10th July 2026

Overview
The Hold Point Manager (HPM) ensures the management and delivery of suitable evidence required for a timely discharge of key hold points, in compliance with LC19 requirements. This role primarily covers (but is not limited to) the:
- Concrete Pour Capability Demonstration
- First Nuclear Safety Concrete Hold Points
Key Responsibilities Include:
- Preparing and presenting the Management of Expectations document to the Hold Point Panel.
- Project managing and integrating other functions to deliver high-quality evidence targeted for hold point approval.
- Expediting and collating evidence for the Hold Point Review Document.
- Maintaining trackers and reporting monthly progress on hold point readiness.
- Presenting to the Hold Point Panel to expedite timely releases.
- Agenting key stakeholders to ensure efficient hold point discharges.
The HPM plays a critical role in facilitating ONR’s flexible permissioning process and upholding regulatory compliance while advancing construction.
Framework & Boundaries
- Collaborates with construction teams and cross-programme stakeholders to ensure hold points are released on schedule and at proper quality standards.
- Demonstrates strong influencer skills at all operational levels to optimise quality deliverables and construction progression.
- Acts as an Owner’s Participant within the Civil Works Alliance (comprising 3 contractors + Sizewell C) to drive "best-for-project" decision-making.

Principal Accountabilities, Activities & Decisions
- Lead & own the timely release of hold points at required regulatory-appropriate quality.
- Assess evidence submissions, questioning adequacy and offering strategic feedback across technical and procedural topics.
- Balance programme demands with delivery thresholds to facilitate on-schedule hold point discharges.
- Support and mentor the project team in implementing Sizewell C’s hold point management processes (critical for ongoing construction).
- Coach hold point managers in engaging with the Civil Works Programme, Hold Point Panel, and regulators on justification.
- Oversee tertiary hold points’ compliance and quality at the Sizewell C site.
- Guide ONR’s flexible permissioning arrangements to accelerate nuclear facility releases.
Nuclear Safety Accountabilities
- This role involves nuclear safety responsibilities impacting those activities in alignment with established Nuclear Baseline requirements.

Accountable to: CWA Head of Nuclear Installation (NI) Delivery
- Ensuring hold point discharges adhere to programme deadlines and quality benchmarks.
- Minimising regulatory delays through effective stakeholder engagement.

Responsibility Scope:
- Closely oversees authoritative evidence quality (both technical & process-driven).
- Drives the performance of allocated functions beyond direct management lines to meet stakeholder expectations.

Location Flexibility:
- Based between Sizewell C – London/Ipswich offices + Site with controlled remote working arrangements.

Essential
- Comprehensive understanding of UK nuclear regulatory frameworks and licensing compliance.
- Ability to identify and prioritise key stakeholders (both external & internal) with influence across Sizewell C’s breadth.
- Strong stakeholder relations to expand business networks at all levels, nurturing trust-based rapport with Sizewell C, HPC, EDF Energy, and contractors.
- Proactive problem-solving mindset with independent, initiative-driven delivery in technical challenges.
- Experience in matrix organisations with a proven performance track record in large-scale projects.
- Background in highly regulated settings (preferably nuclear site licencing experience).
Desirable
- Familiarity with ONR’s Nuclear Site Licence Conditions & flexible permissioning processes.
Qualifications & Experience
- Experience-wise:
- Proven delivery leadership in matrix‐managed environments.
- Large-scale project management capability within safety-critical construction.
- Credentials:
- University degree or qualifying professional certifications (preferred in technical disciplines).
