Project Manager – Defence Telecommunications & Secure Infrastructure
North of England & Scotland | Full-Time | Permanent
The Opportunity
We are seeking an experienced and technically capable Project Manager to join a rapidly expanding business operating within the Defence Telecommunications and Secure Infrastructure sector. This is a highly visible role supporting the delivery of critical communications and infrastructure projects across Defence establishments throughout the North of England, Scottish Mainland, and Highlands.
The successful candidate will take full ownership of projects from initial client engagement and site survey through design development, commercial costing, delivery management, commissioning, and final handover. Working within secure Defence environments, you will be responsible for ensuring projects are delivered safely, compliantly, on schedule, and within budget while maintaining the highest standards of quality and technical assurance.
This role would suit a project professional who combines strong technical telecommunications knowledge with excellent organisational, commercial, and stakeholder management skills and who thrives in a fast-paced environment supporting critical national infrastructure and Defence capability.
The Role
The Project Manager will act as the primary point of contact for assigned projects and will be responsible for coordinating all aspects of project delivery across multiple workstreams. Projects are likely to encompass:
- Defence telecommunications infrastructure.
- Fibre optic network deployments.
- Structured cabling systems.
- Secure communications networks.
- Wireless and radio communications infrastructure.
- Security systems integration.
- Critical infrastructure upgrades.
- Site modernisation and refurbishment programmes.
- New-build telecommunications installations.
The role requires regular travel throughout the North of England and Scotland, including remote and challenging locations across the Highlands and Islands where survey planning, logistical coordination, and stakeholder engagement are critical to successful delivery.
Survey, Design & Technical Responsibilities
A major element of this role centres on the planning and execution of detailed technical surveys that form the foundation of successful project delivery.
The Project Manager will be expected to:
- Lead comprehensive site surveys across Defence and secure infrastructure environments.
- Assess existing telecommunications assets, containment systems, cabinets, equipment rooms, power supplies, antenna locations, transmission routes, and fibre infrastructure.
- Review existing infrastructure records, drawings, and as-built documentation to verify project requirements.
- Identify technical constraints, construction challenges, environmental considerations, and operational risks.
- Evaluate network capacity requirements and future expansion opportunities.
- Undertake route assessments for fibre and telecommunications installations.
- Coordinate specialist surveys including structural, civils, wireless, radio spectrum, and security assessments where required.
- Liaise with Defence stakeholders, facility managers, end users, and technical authorities to establish project requirements.
- Produce detailed survey reports containing recommendations, design considerations, project risks, and budgetary requirements.
- Develop scope documents and technical specifications suitable for pricing, procurement, and delivery teams.
- Ensure survey outputs are sufficiently detailed to enable accurate design, cost modelling, and project execution.

The successful candidate must possess the ability to translate complex survey data into practical, deliverable solutions within operational Defence environments where security, resilience, and compliance are paramount.
Project Planning, Commercial & Cost Management
The Project Manager will be responsible for developing robust project plans and ensuring effective commercial control throughout the project lifecycle. Responsibilities include:
- Developing project programmes and delivery schedules.
- Producing accurate project costings and budget forecasts.
- Preparing resource plans and labour estimates.
- Managing procurement activities and material requirements.
- Monitoring project expenditure and profitability.
- Managing project changes and variations.
- Identifying commercial risks and mitigation strategies.
- Producing progress reports and client updates.
- Supporting tender responses and business development activities.
- Managing project financial performance against agreed budgets.
A strong understanding of both operational delivery and commercial management is essential.
Subcontractor & Supply Chain Management
The successful candidate will oversee multiple subcontractors and specialist suppliers while ensuring consistent delivery standards across all work activities. You will:
- Select and coordinate specialist contractors.
- Manage subcontractor performance and compliance.
- Conduct supplier and contractor reviews.
- Ensure quality standards are achieved throughout delivery.
- Verify competence, certification, and suitability of subcontract personnel.
- Review RAMS (Risk Assessments and Method Statements).
- Monitor programme adherence and performance.
- Resolve operational challenges and delivery issues.
- Ensure all works comply with Defence, client, and statutory requirements.
Defence Compliance, Security & Governance
Working within Defence environments requires strict adherence to security, technical, and Health & Safety standards. Candidates with knowledge of the following will be particularly advantageous:

Essential Requirements
- Proven Project Management experience within Telecommunications, Defence Infrastructure, Utilities, Construction, Engineering, or a related sector.
- Experience conducting detailed technical site surveys and developing project scopes.
- Strong understanding of telecommunications infrastructure.
- Demonstrable experience managing subcontractors and supply chains.
- Excellent project planning and organisational skills.
- Experience producing project costings and managing budgets.
- Strong stakeholder management and communication abilities.
- Ability to work independently and manage multiple projects simultaneously.
- Full UK Driving Licence.
- Willingness to travel extensively throughout the North of England and Scotland.
Desirable Experience
- Defence Telecommunications experience.
- MOD project delivery experience.
- Experience working on secure infrastructure projects.
- Prince2, APMP, PMP, or equivalent Project Management qualification.
- Knowledge of fibre, wireless, and secure communications infrastructure.
- Experience operating within SC-cleared environments.
- SC (Security Check) Clearance is essential for this role, with the willingness and ability to achieve Developed Vetting.
Candidates who do not currently hold SC Clearance but meet the eligibility requirements may still be considered, with support available to obtain the necessary clearance following appointment.
