Contract Project Manager (Inside IR35)
Location: Hybrid – Central Scotland (Office & Remote)
Duration: 6-Month Initial Contract
Rate: Competitive Day Rate (Inside IR35)
The Opportunity
We are seeking an experienced Project Manager to lead a strategic discovery and evaluation programme focused on improving services and outcomes for children and youths.
Working within a complex stakeholder environment, you will be responsible for understanding the current service landscape, assessing existing processes and operating models, and identifying opportunities for improvement, efficiency and long-term value.
This assignment is centred on evidence-based evaluation, stakeholder engagement and benefits realisation, with the successful candidate helping to shape future service delivery through clear analysis, recommendations and project leadership.
Key Responsibilities
- Lead a discovery and evaluation programme across multiple service areas.
- Engage with a broad range of internal and external stakeholders to understand current challenges, opportunities and future requirements.
- Facilitate workshops, interviews and consultation activities to gather insight and requirements.
- Review and map existing processes, operating models and service delivery arrangements.
- Evaluate systems, data, governance and reporting structures that support service provision.
- Identify opportunities for service improvement, operational efficiencies and enhanced outcomes.
- Develop recommendations, options appraisals and implementation roadmaps.
- Define and articulate measurable benefits and success criteria.
- Produce high-quality project documentation and reporting for senior stakeholders.
- Manage project planning, governance, risks, dependencies and communications throughout the assignment.
Required Experience
- Proven Experience delivering discovery, transformation, service improvement or organisational change projects.
- Strong stakeholder engagement and facilitation skills across a diverse audience.
- Experience undertaking process mapping, business analysis and operational reviews.
- Demonstrable ability to assess services, systems and operating models and translate findings into actionable recommendations.
- Experience working within complex organisational environments.
- Excellent communication, reporting and relationship management skills.

Desirable Experience
- Public sector or local government Experience.
- Experience supporting service redesign, organisational change or strategic review programmes.
- Familiarity with benefits realisation and outcome-focused project delivery methodologies.
- Exposure to services that support communities, families, children or youths.

You are a proactive and analytical Project Manager with a strong track record of leading discovery and evaluation initiatives. You are comfortable working across multiple stakeholder groups, navigating ambiguity, and turning complex information into clear recommendations that support strategic decision-making and deliver tangible organisational benefits.
