Job Title: Project Manager (Wastewater Non-Infra Asset Management)


About the Organisation

  • Location: Knostrop, Leeds (flexible/hybrid working)
  • Working Hours: Permanent role, 37 hrs/week (Mon-Fri)
  • Remote Working Expectation: Travel required to Wastewater Treatment Works for scheme progression as relevant

About the Role

This Project Manager role focuses on leading £100m of regional infrastructure investment—targeted at wastewater treatment & asset non-infrastructure upgrades which stabilise foundational service delivery.

Key Responsibilities

  • Monitor & manage £75m in base investments (MEICA/M-EICA expenditure), optimising spend via cost controls under MEVLASS (Mechanical, Electrical, Instrumentation, Control & Automation) while ensuring approved AMP (Asset Management Plan) alignments.
  • Direct delivery of key schemes on-time, within budget, and achieving quality outcomes at scheduled wastewater treatment works.
  • Oversee annual Welfare Blocks, allocating HSSE (Health, Safety, Security & Environment)-aligned upgrades for operational teams.
  • Design & implement a capital mitigation fleet, targeted at supporting infrastructure upgrade mobilisation.
  • Facilitate whole-project visibility through reporting to the Wastewater Sponsor, tying operational progress to the Asset Management Directorate.
  • Stakeholder liaison: Align project outputs and health/safety standards across respective teams.

Essential & Desirable Skills

Must-Have Qualifications & Expertise

  • Project certifications: Certified Project Management training in APM PMQ, PRINCE2, or equivalent.
  • Multidisciplinary management skills with evidence of delivering forward-thinking upgrades via multimillion-pound budgets.
  • Strong project governance practices with:
    • Cost transparency and variance modelling via MEICA processes.
    • Ability to negotiate & influence at executive levels; creative business cases for cost-saving projects.
    • Strategic contract management, benchmarked against contracted suppliers.
  • Technical proficiency: Technical Excel, Power BI, PowerPoint, MSP, Scheduled PLATINUM, but digital literacy & adaptability are critical.
  • Health & safety expertise: Proactive interpretation of HSSE policies & Construction Design Management, with risk mitigation ownership.
