About The Role

BT/EE is a major supplier to the Emergency Services Network (ESN), which plans to replace the current Airwave service used by the emergency services of Great Britain.

The move to ESN will enable a transformation in how the emergency services operate, especially on the front line.

As such, this is a strategic priority for BT and reinforces our commitment to connect for good and serve the emergency services with a world-class network. This role specifically focusses on bringing together a number of projects that deliver functional capabilities and ensuring that they come together to create a service outcome that end users can consume.

You will be planning, leading and orchestrating the functional projects in order to test and assure our service capability with a one-team approach across Mobile services, User Services and Authority in parallel with the 3ES user community.

You will be required to undergo National Security Vetting to SC or NPPV level. The role will operate during business hours, that includes a one-in-two on-call commitment. Some travel and working from other supplier locations will be expected.

What You’ll Be Doing

  • Accountable for integrating multiple ESN delivery workstreams into assured, operational service capabilities that can be successfully adopted and consumed by emergency service users
  • Establish, maintain and govern integrated delivery plans covering scope, resources, dependencies, risks, finances and critical-path activities
  • Provide accurate governance, financial and delivery reporting to enable effective decision-making and assurance
  • Build and maintain effective relationships, up to Director, across BT, EE, Authority stakeholders, suppliers and user community representatives, facilitating effective decision making
  • Manage project expenditure, including forecast & variance, within approved CAPEX and OPEX budgets
  • Ensure service readiness, testing and assurance activities are completed

Essential Skills / Experience

  • Proven experience delivering projects through to service ready, within a technology-focused environment in the telecoms business, ideally linked to providing high priority services over a mobile network
  • Professional experience delivering medium to large projects within a Gated Project Governance process
  • Effective communication skills with stakeholders to drive open and sustained communication channels both within the project team and with the wider stakeholder community, up to ‘Director of’
  • Works with stakeholders to build consensus, influence outcomes and resolve complex delivery challenges, through problem solving, negotiation and open communication
  • Strong planning and scheduling capability to hit the right outcome at the right time, being proficient in the use of MS Project
  • Experience managing CAPEX and OPEX budgets to land projects within budget targets

Desirable Skills / Experience

  • PRINCE2, APM PMQ or equivalent project management qualification. Equivalent experience will also be considered
  • Experience working on government or public safety programmes
  • Knowledge of ESN, emergency services, critical communications or mission-critical service environments
