About the Role
At Blackwell Earthmoving Limited, part of the Hargreaves Services Group, we deliver large-scale bulk earthworks, soil stabilisation, and land restoration with precision and expertise. As a trusted partner on nationally significant projects including HS2, Sizewell C, and the Lower Thames Crossing, we bring proven capability to complex infrastructure schemes across the UK.
The primary responsibility of the Project Manager is to lead delivery teams in the safe, productive, and profitable execution of HS2 earthworks. As the day-to-day representative of Blackwell Earthmoving, the Project Manager will maintain excellent relationships with stakeholders and the public when required, reporting directly to the Earthworks Operations Leader and the Project Senior Leadership Team. The postholder will support and motivate their team to foster a strong, high-performing unit, empowering employees to thrive and align with the company’s mission and values.
Key Responsibilities
- Lead a sectional delivery team to ensure earthworks are delivered safely, efficiently, and to programme.
- Maintain strong working relationships with the Client, stakeholders, and the public, as required.
- Take ownership of all work under your control and ensure high standards of delivery.
- Keep the Senior Leadership Team fully informed on progress, risks, and emerging issues.
- Collaborate closely with Central Support, Commercial, and Health & Safety teams to maintain coordinated project delivery.
- Provide accurate information to Central Support and ensure effective use of received data.
- Apply strong technical knowledge of earthmoving methods, plant, outputs, and operational constraints.
- Develop and maintain resourced programmes and working budgets.
- Ensure compliance with earthworks specifications and materials handling requirements.
- Identify opportunities to improve safety, productivity, and cost-effectiveness.
- Promote a safe work environment, ensuring unsafe situations are never overlooked.
- Deputise as required to support wider project leadership.

What We’re Looking For
- Extensive civil engineering experience, preferably in earthworks.
- Experience in linear earthworks.
- Previous experience in a Senior Management or Project Management role.
- Strong understanding of modern earthmoving methods, plant, outputs, and technologies.
- In-depth knowledge of earthworks specifications, materials handling, and operational constraints.
- Ability to produce resourced programmes and working budgets.
- Good commercial awareness.
- Strong organisational skills and the ability to manage large volumes of documentation.
- Effective problem-solving skills, with a practical approach to improving methods.
- Ability to motivate and engage team members at all levels.
- Calm, adaptable, and confident in decision-making under pressure.
- Strong communication and relationship-building skills.
- Relevant CSCS card.
