Overview
Element has an opportunity for a Project Manager. Reporting to the Senior Cluster General Manager, the Project Manager leads the full lifecycle delivery of infrastructure projects across accredited TIC laboratories and test facilities, overseeing the design, build, installation, and commissioning of third-party supplied testing equipment.
Operating with a high degree of autonomy, the role ensures all project outputs meet regulatory, accreditation, and quality standards while managing multiple concurrent projects of varying scale within the annual budget cycle.
Ideal base is near Warrington.
The manager coordinates cross-functional stakeholders — including laboratory teams, technical specialists, quality and compliance functions, procurement, suppliers, and senior leadership — to align on scope, timelines, and operational impact. They conduct technical design reviews to validate equipment specifications, facility layouts, utilities, and environmental requirements, ensuring readiness for accurate and compliant testing. The role drives project governance through milestone tracking, risk and issue management, financial forecasting, and change control, while ensuring safe and compliant installation, calibration, validation, and audit readiness. Strong supplier management is essential to ensure equipment is delivered to specification, on time, and within budget, alongside identifying opportunities to enhance laboratory infrastructure, testing capability, and operational efficiency.
Responsibilities
- Strong project management capability with experience delivering technical or laboratory-based infrastructure projects.
- Deep understanding of the operational needs of a TIC environment, including accuracy, repeatability, traceability, and compliance.
- Ability to work autonomously, make informed decisions, and maintain momentum across multiple simultaneous projects.
- Excellent stakeholder management skills, able to balance the needs of laboratory teams, quality functions, suppliers, and leadership.
- Strong technical aptitude, with the ability to interpret equipment specifications, facility requirements, and engineering drawings.
- Highly organised, with the ability to prioritise effectively under tight deadlines and shifting operational demands.
- Financial literacy, including cost tracking, forecasting, and managing supplier contracts.
- Strong problem-solving skills, with a proactive approach to identifying risks and implementing mitigation strategies.
- Commitment to safety, quality, and continuous improvement.

Skills / Qualifications
- Degree in Engineering, Project Management, Applied Science, or a related technical discipline (or equivalent experience)
- Proven experience delivering infrastructure or equipment-based projects within a TIC, laboratory, manufacturing, or regulated technical environment.
- Familiarity with accreditation frameworks such as ISO/IEC 17025, ISO 9001, or similar quality systems.
- Experience managing third-party equipment suppliers, including specification development, FAT/SAT, and commissioning.
- Professional project management certification (e.g., PMP, PRINCE2, APM) preferred.
- Strong understanding of laboratory infrastructure requirements (e.g., utilities, environmental controls, safety systems).
- Experience working with technical drawings, equipment layouts, and facility design documentation.
- Proficiency with project management tools and software
