About CIR
The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.
CIR was born out of a determination to expose those spreading harm - online and offline - around the world, particularly in areas of violent conflict, such as Ukraine, Sudan, and Myanmar. Our projects are at the forefront of efforts to investigate and document:
- human rights abuses
- war crimes
- harms targeting women and minorities
- influence operations
We work closely with multilateral and national justice accountability bodies.
Role Details
- Roles: 2 – We expect to recruit up to two candidates, depending on funding availability
- Contract Type: Contractor
- Hours:
- Full-time and part-time applications considered
- Location: London, United Kingdom

About The Role
Join CIR during a formative stage of its development! As a Project Manager, you’ll play a critical role in our mission by managing open-source research projects to ensure they’re delivered efficiently, on time, within budget, and to a high standard.

Main Responsibilities
Project Governance
- Partner with the project technical lead and CIR Director to lead project execution and maximise impact.
- Ensure projects are:
- Delivered on budget
- Meeting deadlines
- Achieving high quality standards
- Maintain effective collaborative relationships with clients and key stakeholders.
Technical & Operational Leadership
- Collaborate with open-source investigators and remote sensing experts to develop:
- Innovative data collection methods
- Solutions for verification and analysis
- Support the design of research plans, define deliverables, and establish:
- Project management structures
- Quality assurance procedures
- Continuously track project progress, resolving issues swiftly and proactively.
Strategic & Financial Oversight
- Track financial forecasts, monitor expenditures, and ensure compliance with CIR’s financial policies.
- Facilitate risk management by:
- Identifying and assessing risks
- Developing mitigation strategies
- Record accurate project impact metrics for evidence-based reporting.
Compliance & Policy Adherence
- Ensure alignment with:
- Security (data protection, cyber resilience)
- Ethical standards (anti-corruption, safeguarding, conflict sensitivity)
- CIR’s Code of Conduct.

Requirements
Mandatory Experience
- Track record of successfully delivering projects within:
- Budget constraints
- Tight deadlines
- Measurable impact
- Substantial experience in implementing projects funded by the UK government, including knowledge of:
- Associated policies
- Regulations
- Operating procedures
- Strong grasp of:
- Project planning
- Financial management
- Impact reporting
- Risk mitigation
- Proven ability to manage:
- Interdisciplinary/multinational teams
- Stakeholder relationships with donors, partners, and beneficiaries
- Fluency in English is essential.
Desirable Experience
- Experience in managing research, capacity-building, or communications projects.
- Experience in:
- Protecting safeguards for investigators
- Ensuring data security in sensitive research environments.
