Rubicon Consulting is currently recruiting for a Project Manager on a 6 Month Contract based in Reading.

Role Summary

Our Client is seeking an experienced Project Manager to join the delivery team on a Ministry of Defence (MoD) construction programme. The successful candidate will lead the investigation and development of an MoD construction project through to the production of quotation documentation for Defence Infrastructure Organisation (DIO) approval.

This role requires a Project Manager with a strong background in the Defence sector who can navigate the specific commercial, security, and governance requirements of MoD construction work, while managing programme, cost, and stakeholder engagement through the early project stages.

Requirements

  • Lead investigation and scoping of an MoD construction project, establishing project requirements, constraints, and site conditions
  • Develop and produce quotation documentation to the standard required for DIO approval
  • Manage the end-to-end delivery process from initial investigation through to quotation submission
  • Liaise directly with MoD/DIO representatives, ensuring compliance with Defence procurement processes and standards
  • Coordinate with design, technical, and commercial teams to ensure quotations are accurate, deliverable, and commercially sound
  • Manage project risk, programme, and cost throughout the investigation and quotation stages
  • Ensure compliance with security clearance, site access, and Defence-specific regulatory requirements
  • Report progress to senior stakeholders within our client and to the client
  • Maintain accurate project documentation in line with MoD/DIO governance and audit requirements

Essential Experience & Skills

  • Proven experience as a Project Manager within the Defence/MoD construction sector
  • Direct experience preparing quotation or estimate documentation for DIO approval
  • Strong understanding of MoD construction project processes, procurement routes, and governance
  • Experience managing project investigation/scoping phases on live or existing MoD sites
  • Strong commercial acumen — able to manage cost, risk, and programme in tandem
  • Excellent stakeholder management skills, including experience liaising with government/MoD clients
  • Strong written communication skills for producing formal client-facing documentation
  • Relevant construction/project management qualification (e.g. degree in Construction Management, Engineering, or equivalent) and/or professional membership (APM, RICS, CIOB)

Desirable

  • Existing Security Clearance (SC) or eligibility to obtain clearance
  • Familiarity with DIO's specific commercial frameworks and documentation standards
  • Experience working within a Tier 1 contractor delivery team
  • Knowledge of NEC or JCT contract forms as applied to Defence projects
